Lockdown 3.0? Government identifies zones post May 3


New Delhi, May 1 (IANS): The Centre has finalsed the criteria for delimitation of various zones after May 3. It has identified at least 130 districts as red zones, 284 orange zones and 319 green zones.

According to a letter written by Health Secretary Preeti Sudan to the Chief Secretaries of all States and UTs, all the states have to delineate the containment areas and buffer zones in the identified red and orange zone districts and notify the same.

The letter said, the national capital has at least 11 red zones, Uttar Pradesh 19 red zones, 36 orange zones and 20 green zones while, the state of Haryana has 2 red zones, 18 orange zones and 2 green zones.

The Gutam buddha Nagar in Uttar Pradesh has been identified as a red zone district while, Ghaziabad has been designated as an orange zone. The national capital has no orange and green zone; there are only red zones according to the letter.

In Maharashtra, Mumbai, Pune, Thane, Nashik come in the red zone.

In West Bengal, Kolkata, Howrah, 24 Parganas -- both North and South have been identified as red zones while Hooghly, Nadia, Murshidabad etc have been marked as orange zones.

In the southern part of India, Kerala has 2 red zones and 10 orange zones, while Tamil Nadu has 12 red zones and 24 orange zones.

The Health Secretary said that the list will be revised on a weekly basis or earlier and communicated to states for further follow-up action in consonance with the directions issued by the Ministry of Home Affairs under the Disaster Management Act, 2005 based on field feedback and additional analysis at state level, states may designate additional red or orange zones as appropriate.

However, states may not relax the zonal classification of districts classified as red or orange as communicated by the Ministry. This classification is multi-factorial and takes into consideration incidence of cases, doubling rate, extent of testing and surveillance feedback to classify the districts.

A district will be considered under green zone, if there are no confirmed cases so far or there is no reported case since the last 21 days in the district.

    This is the need of the hour. First of all, PM should listen and think what Raghuram Rajan has said. This is very important. Also take into consideration of the dialogue between the famous Industriialists and come to a conclusion on how to start the businesses. Let no one loose jobs. You may lockdown the areas and not the whole cities. Increase the staff in police and health departments so that they visit the areas and see that the rules are followed. Let the small business people such as carpenters, electricians start working by following the norms.

    Let our India grow better and economically strong. Only with people of this country this can happen.

    An application under the Right to Information (RTI) Act on April 21, 2020 seeking information on 12 points from the PMO, however, the PMO hurriedly sent a reply merely six days later, on April 27, refusing to furnish information citing that the application contains multiple requests on numerous and varied topics, as a result of which the information could not be provided.

    The PMO has also refused to make public details of high-level meetings on COVID-19 and on the decision to implement a lock-down, the correspondence between the Ministry of Health and the PMO in this regard, and files related to COVID-19 testing.

    In addition, the Prime Minister’s Office (PMO) has refused to make documents related to the PM-CARES Fund public. The fund was set up to receive financial aid from the public to fight the corona-virus pandemic.

    The lock-down after another proves that the central government has not clear exit strategy and completely failed to implement the 'Disaster management act, 2005' without setting up nine member committee from different political parties. More than 1000 patients has been died but none of them paid compensation as per the act. In another hand 'PM Cares' has become new avatar of '2G Scam' of BJP's own version which doesn't want to give details of the donation received and the amount disbursed.
    This shows incompetence of the government which gave only 4 hours of notice to the citizens like 'deomonetisation' without any result. Like black money got white the Covid 19 patients keep raising. An estimated 15-20 crores citizens of India has lost the job but none of the is received a single penny as compensation.
    Good Governance of PM Modi is complete failure. I think is is time replace Union minister Gadkari to PM who has qualification and vision for India.

    Government need to balance between lockdown and economy. It also need to come out with economic stimulus taking into consideration of the damage to the common man particularly daily wage labourers and migration workers. Also MSME should be given certain subsidies so that these industries can survive and contribute in the country's economy. At the same time they need to increase the testing at Red and orange zones so that they can identify clusters and allow other areas to function normally.

    Prime Minister need to listen to all spectrum of leading personalities including opposition leaders. He also need to take the suggestions given by Raghuram Rajan in the best interests of the country. If the need arise he should directly speak to these people. He just cannot take it for granted as the future of the country is at stake.

    He should also speak to people regularly and take them into confidence by stating the steps taken in fighting the virus and the future ideas. He needs to unite the people and take those into task who are trying to spread the communal virus. This virus is more dangerous than Corona itself. His mantra should be One Religion, One India and One Aim. Then he can see how the India can bounce back with vigour.

    Unity is strength.

A common man thinks as if they are LIVE. He is only PM so far who did not address a single press conference. The only TIME we see him live is in Parliament. The US President, UK Prime Minister hold press briefings almost every day.

    Mr. Pradeep.....Press in India is a twin edge sword as it cuts both ways. If PM interact with press regularly, they would take a part of his statement out of context and make it a national issue out of it. They are in the habit of starting long debates on a trivial matter . You can imagine their energy level, if they can find something juicy in the statement of the Prime Minister of India? If PM doesn’t interact with them, they can at the most accuse him of not giving due time to media. All Prime Ministers of India have realized in the past that not interacting with Indian media is a lesser evil. I don’t remember any PM in last thirty years who used to hold regular press conferences in India. People in the Western world give press and media a lot of importance, because they use them for reaching to the people of their country. Modi prefer to reach people directly through public meetings where they are always presents in large numbers. Thus Modi is able to use the media and press effectively for communicating his message to his countrymen without giving them an opportunity to misuse his statement to increase their TRPs. Also how many Press conferences MMS had? What was the outcome? The 2014 & 2019 results of his party is right in front of you.

    In this moment of the crisis PM need to speak to the people as this can be done only through Press Conferences as he will be able to know about peoples problems. Just because of critics he cannot stop attending Press Conferences. All the past PMs have come to the media to instill confidence in the people. But at this hour of crisis that becomes more important. I strongly feel Modi is very nervous at the happenings and it is not good for the country.

    MMS had given many Press Conferences but lost the elections. Winning the election is not important but assuring the people is more important. Present situation shows that he is not in the control and just shying away from his duties. As somebody suggested he need to make way to Nitin Gadkari who is more experienced and will be able to do better as he has lot of friends in the political spectrum and this will help India to come out this crisis earlier than later.

    What achievement.? Nothing came free and Indians had to pay for each and every facility. ' Gareebi Hatao' was the Cong slogan 70 years back and its the same slogan in 2019.
