Beltangady, Feb 23: Lokayukta police have filed first information report (FIR) relating to irregularities allegedly committed by the tahsildar of the taluk in the 'Akrama'Sakrama' scheme drafted for the benefit of poor people who have encroached upon government land illegally, by regularizing such encroachments subject to certain conditions.
The Lokayukta has prepared this FIR after investigating a complaint filed by A C Kurien from Shibaje in the taluk. The FIR, filed by Mangaluru station of Lokakyukta police in the court, accuses the then tahsildar of the taluk, Putta Shetty, grade B tahsildar, Ningaiah, section clerk, Govind Naik, and M B Paili from Kalapurayil House in Shibaje.
It is learnt that files bearing Nos, NCR 105/91-92, NCR 107/91-92, 109/91-92, and NCR 323/91-92 had been put up for sanction of land under the Akrama-Sakrama scheme. The then tahsildar had passed the remarks on the files that the sanction of these lands faces objection from forest department. The then MLA, who happens to be the president of Akrama-Sakrama Samiti, had rejected the proposals.
It is alleged that out of the above, favourable documents were prepared relating to file bearing No. 109/91-92 relating to application made by M B Paili by the tahsildar, grade B tahsildar, and section clerk on August 10, 2003 for sanction of 2.53 acres of land, overlooking the earlier stand on the issue. It is said that this was done with the specific aim of favouring Paili.
It is also said that old sheets were removed from the file and replaced with fresh sheets fraudulently. On January 3 this year, file was put up for sanction under Akrama-Sakrama, and proceedings were issued. Objecting to this, a complaint was filed by Kurien, and the FIR now filed relates to this case.
The Lokayukta police have sought permission to prosecute the tahsildar, as government's permission is mandatory to sue higher officials in the government. At the same time, the role of the chairman of the Akrama-Sakrama Samiti, who happens to be the MLA, also is sought to be investigated. It is learnt that the assembly speaker has been approached seeking permission to investigate the MLA.
