Will there be a third floor test probably next week?

Bangalore, Oct 14: As the countdown for Karnataka Chief Minister B S Yeddyurappa’s second floor test within three days in the State Legislative Assembly has started and both the beleaguered Chief Minister and the Assembly are set to create a record of sorts in the entire country, speculation is ripe in political circles on whether there will be a third floor test – probably next week – after the High Court pronounces its verdict.
As of now, when the Assembly meets for the second time on Thursday at 11 am after Yeddyurappa managed pass the floor test by voice vote after the disqualification of as many as 16 dissident MLAs on Monday, the ruling party is assured of clearing the second trust vote hurdle with flying colours. The ruling BJP already has a strength of 107 members, including the support extended by Kolar Independent MLA Varthur Prakash and the Speaker, in the 224-member House, whose strength has been reduced to 208 following disqualification of the 16 MLAs.
However, the decision of the Division Bench of Karnataka High Court comprising Chief Justice K S Kehar and Mr Justice N Kumar in not granting a stay or passing interim order against the disqualification of 5 Independent MLAs by Assembly Speaker K G Bopaiah but holding that the outcome of the trust vote in the House on Thursday would be subject to its final verdict, has given room for the possibility of a third floor test in the event of the disqualification is termed not valid.
The High Court is also expected to give its verdict on the disqualification of the 11 disqualified BJP MLAs, probably next week, after resuming the hearing on the writ petitions on October 18 at 2.30 pm.
Meanwhile, the opposition Congress and JD(S) legislators, had reportedly decided to boycott the proceedings on the ground that the Yeddyurappa regime had lost the majority of the House and the Governor had recommended dismissal of the Yeddyurappa ministry and imposition of President’s Rule in the State.
However, the Congress leaders are believed to be toying with the proposal of asking the Speaker to hold the trust vote after the High Court verdict and abstaining from the session on Thursday as the second trust vote is ``irregular and unconstitutional.” The JD(S) leaders are also believed to be toeing the Congress line. According to informed sources, MLAs belonging to both parties might attend the session but keep off during the floor test.
