Mangalore: Relief for City Residents – CDP Penal Exemption Up to Three Cents

Mangalore, Apr 29: In a big relief to those who want to construct houses in the city, but have been unable to get the required licence from the local city corporation, the state government has agreed to exempt the sites measuring three cents or less, from the penal provisions under the Comprehensive Development Plan (CDP).
CDP had become a bone of contention, as thousands of city residents willing to build their homes here had been rendered helpless, after the CDP norms were strictly enforced. Even though the CDP norms are aimed at systematic development of the city, it is generally believed that the stringent provisions in the plan worked to the detriment of the common citizens, while helping big builders and developers. Preliminary meetings with Dakshina Kannada district deputy commissioner, Mangalore Urban Development Authority and officials of the city corporation had been conducted in the past, in the presence of district in-charge minister, Krishna Palemar, to sort out the deterrent provisions in CDP. In the last general session of the city corporation, mayor Rajani Dugganna had assured the agitated corporators from both the opposition and ruling parties, that she would visit Bangalore and find out a solution for the problem.
The meeting held on Wednesday April 28 under the presidentship of state municipal administration minister, S Suresh Kumar in Bangalore, was attended by minister, Krishna Palemar, MLA, N Yogish Bhat, MLC, Capt Ganesh Karnik, and city mayor, Rajani Dugganna.
As per the understanding now reached, all sites up to three cents in unauthorized extensions in the city will be exempt from penalty. For the sites between three and six cents, a 50% concession has been offered in the penalty, while those measuring between six and 12 cents have been given a 25% concession. For sites above 15 cents, there will be 15% concession in the penalty, said minister, Krishna J Palemar. At the same time, provisions pertaining to unauthorized extensions will not apply to those cases in which the children divide the ancestral property among themselves and choose to build houses there. The minister said that the government is expected to issue an ammended notification in this connection within a month.
MLA N Yogish Bhat said that no consensus could be arrived at in respect of Transfer of Development Rights, as this issue affects the whole state. This issue will be separately taken up at a meeting to be held later, he clarified.
The meeting was attended by Bruhat Bangalore Mahanagarapalike commissioner, Bharatlal Meena, DK deputy commissioner, V Ponnuraj, MUDA chairman, Madhav Bhandary, deputy mayor, Rajendra Kumar, BJP town unit president, Srikar Prabhu, corporation’s standing committee chairpersons, Sudhir Shetty, Diwakar, Shanta R, Roopa D Bangera, whip Ranganath Kini and officials of the city corporation.
