Udupi, Feb 24: Public-private partnership (PPP) model in healthcare sector witnessed stupendous success with government of Karnataka Koosamma Shambhu Shetty Memorial Haji Abdullah Mother and Child Hospital, Udupi.

An exclusive ‘completely free of cost’ Mother and Child Hospital, a 200-bedded facility with an average daily occupancy of 75 to 80% is a boon to most of the people in need of quality healthcare,” said Kushal Shetty, general manager, BRS Health and Research Centre at the premises of the hospital.
Kushal Shetty further said, “Present MCH has taken care of over 1,31,568 OBG and pediatric OPD cases, 15,303 IP cases and has witnessed 5,588 deliveries as of today since its inception on February, 5, 2018. The LSCS rate for month of January 2020 was 47.1%.

The hospital offers a wide variety of obstetric, gynaecologic and paediatric services including 33 ICU beds (NICU, PICU, SICU, MICU), modular operation theatre, emergency room, blood storage, high-frequency ventilators, digital X-Ray, lab analyzers, ultrasonography imaging, amongst others.”
Best-in-class Obstetrics and Gynaecology hospital in the area
The hospital witnesses close to 180 patients daily for OBG outpatient department. The team of qualified in-house obstetricians & gynaecologists is available for the patients round the clock to address their various problems. Complete Antenatal Care, Antenatal Education, Nutritional Counselling, etc. are provided to the patients. The hospital is fully-equipped to take charge of high-risk pregnancy cases such as hypertension and diabetes complicating pregnancy, Antepartum Haemorrhage (like abruptio placenta & placenta previa), early and late preterm cases and with growth restricted foetuses where timely decisions are taken to salvage the foetuses.
Major gynaecologic surgeries i.e., abdominal vaginal hysterectomies are done along with other gynaecologic surgeries like myomectomies, cystectomies. Emergencies like ruptures tubal ectopic are also taken up here.

The Hospital has a 11-bed NICU with round the clock neonatal emergency services supervised by qualified neonatologists and paediatricians, well trained nurses, 24X7 duty doctors. Over the last six months, the hospital has witnessed over 695 NICU admissions with 31 babies receiving ventilator care.
Full-fledged PICU to treat all complicated cases
Paediatric Intensive Care Unit is a six bed state-of-the-art ICU with 2 mechanical ventilators with over 168 admissions in the last six months.
To complement the services further, Department of paediatrics witnessed and successfully treated some interesting and rare cases such as Infantile Tremor Syndrome in a nine-month-old female child, Acute Meningitis in an adolescent boy and vitamin D resistant Rickets in a two-year-old girl child.

Government of Karnataka Koosamma Shambhu Shetty Memorial Haji Abdullah Mother and Child Hospital, Udupi has 2nd lowest cases with Discharged Against Medical Advice (DAMA) indicating that patients are happy with the services.
As manh as 96.14% of the NICU admissions are successfully discharged which is 2nd highest in Karnataka.
Government of Karnataka Koosamma Shambhu Shetty Memorial Haji Abdullah Mother and Child Hospital has 3rd lowest antibiotics usage among 40 SNCUs in Karnataka
Referral rate to other hospital is 2% which is 10th lowest amongst all SNCUs in Karnataka. Majority of our referrals are paediatric surgery and paediatric cardiology cases which is beyond scope of our services & require super specialty care.
Neonatal Mortality Rate is 2.55, Infant Mortality Rate is 2.55 and under five mortality rate is 2.8 recorded in 2019 per 1,000 live births in Government of Karnataka Koosamma Shambhu Shetty Memorial Haji Abdullah Mother and Child Hospital (the rates are exclusive for the new MCH, Udupi).
Dialysis in PPP model started in April 2017 across 23 districts in Karnataka in 122 district and taluk hospitals. The dialysis centre has been set up with 398 brand new equipment. Over 3,000 patients have been treated with 1,000 dialysis procedures done every working day.
The hospital has signed MoU with Father Muller’s college, Mangalore for OBG postgraduate deputation and training programmes and students from six nursing colleges will do their clinical postings in this hospital for OBG and paediatrics. The hospital has also cleared state level LaQshya inspection (maternity OT & LT), and is now going for national level inspection.

Salient features of this project
It is the first-of-its-kind PPP project in India.
The Government is only providing land on long term lease for 30 years and can be renewed for another period on mutual consent.
Necessary funds for building, equipment, HR, medicine, food has to be provided by the private partner. The government is not providing any capital investments, loss gap funding etc.
At the end of lease/contract period, BRS Health and Research Centre have to hand over all hospitals, equipment and PHC to the government without claiming any compensation.
MCH and PCH services are absolutely free of charge, whereas super specialty hospital services are charged ethically at affordable rates.
All complicated cases from MCH will be treated in the Super Specialty Hospital free of charge.
This entire project – MCH, Super Specialty Hospital and PCH is ‘Not for profit’. Promoters/service providers are not allowed to take a single rupee as profit.
Any income over expenditures during the operation of the hospitals, the same has to be utilized for operational, upgrading and maintenance of the hospital building and equipment.
This is the most successful PPP project in healthcare in India. Hence taking cue from this project, Govt. of India has included PPP project in healthcare in their budget of 2020-2021 and allocated Rs 6,000 Crore for the same.
The current hospital with ground and six-storey building with centralized air conditioned constructed at the cost of Rs 150 crore. Nearly 329 staffs are working round the clock and with the current expenditure of Rs 3.5 CR per month which is completely bared by the BRS Life Hospital. Currently risk level-3 patients are taken into the admissions.

Soon BRS Health and Research Centre will come up with multi-specialty hospital and the documentation work is under progress. The project will come up with three-level parking at basement, ground flood and 11-storied building with the cost of Rs 600 crore.
