Udupi: Men express dissent, argue with traffic police over violation

Udupi, Sep 13: The police personnel have been strictly enforcing rules as per Motor Vehicles Act these days. A video of certain persons expressing dissent and engaging in argument with the police personnel who had stopped their vehicle for checking has gone viral. 

The police had sought vehicle documents from the people who had stopped their jeep and were waiting in front of Poorna Prajna College junction here during the college closing hours. The police were seeking valid documents from vehicle drivers at the time the college hours just ended with the purpose of ensuring that the people and college students did not violate traffic rules.

 

Police beats have been intensified after adherence to revised provisions of the Motor Vehicles Act has been made mandatory. Police have been imposing fines on college students who are found to be driving vehicles without possessing driving license, those found not wearing helmets and for not possessing insurance policies. 

Police personnel are found to be often hunting for would-be violators near the colleges as they are aware that there would be students who flagrantly violate traffic rules. 

While some people term it as a good development, others have been terming the fines imposed as exorbitant. 

Police sub-inspector at the spot, explaining about the incident that occurred near PPC College, said that usually people express their unhappiness against the police when they are stopped and questioned. “When they say that they do not have documents, we issue notices to them to pay fine in the court. People remained silent after the initial arguments in the current incident. All including college students have to be in possession of proper vehicle documents to avoid fines," he mentioned.

    Police should identify themselves with proper identification such as uniform, name tag and ID in order to avoid impersonation. Police should have a probable cause to stop the motor vehicle for verification. It is ideal to have a comprehensive data base wherein all vehicles' required details are available just by typing licence plate number through police mobile phones. If the documents are not uploaded/not available on the website, then only the police should take the driver to task. It eliminates commotions, high handedness and repeat pull over for verification. Police should be trained to respect the public and defuse the tension. Then the civility may prevail.

    I just dont understand the point here. Why should even anyone be worried about the fines! It is Simple.. if anyone is worried it is he/she who is irresponsible and born violator of rules.

    You need not pay a single rupee if you follow simple rules while using your vehicle.

    This is a IDEA of MIDDLE EASTERN countries to get the revenues from so called TRAFFIC FINES ! everyone knew that people are habitual offenders with regard to the TRAFFIC LAWS ! However, it wont work in INDIA as there is nothing like called ROADS ! and disciplined ROADS ! Its just a like a TOLL GATE money collections for ROAD DEVELOPMENT and money is going to where no one knows !

    MODIJI was right ACCHE DIN AYENGHE KARAN ARJUN AYAENGE ! People like mum and no one is raising their voices against BJPeeeee at least ask them to provide decent permanent CLEAR ROADS then impose fines whatsoever !

    Now the govt should be transparent about the raised FINE MONEY from public ! it shouldn't be another SCAM after some years and calling for a INVESTIGATION which will take another 500 years to conclude

    ಬಿಜೆಪಿ ಯನ್ನು ವಿರೋಧಿಸಿ ಆದರೆ ದೇಶದ ಕಾನೂನು ವಿರೋದಿಸಬೇಡಿ.

    The Traffic Dept. should first work on proper and good roads
    such as filling those large craters that have developed on the
    poor quality tar roads, for example opposite Kasturba Hospital
    /Manipal Commercial Center, , Manipal, and all over Udupi

    Implement One Way Roads where the roads are narrow for the
    volume of two-way traffic around Udupi town such as near
    Corporation Bank/Abaharan Jewellers, City Bus Stand, Flower
    Market, BSNL Road, Head Post Office Road, Tenkepet Road,

    Court Back Road (Here the cops dont pay any attention to the
    cars parked right on the narrow road behind the Court and at
    the Syndicate Bank),

    Functional Traffic lights, Road Markings for Pedestrian crossing,
    Max Speed Limit Signs, Stop Signs,No Overtaking Signs, Proper
    lighting at the Clock Tower area, Service Bus Stand, Getting rid
    of all those hawking/selling food on wheels on the road, should
    also be fined heavily to get rid of them.

    Penalties, Fines, and imprisonment should always be implemented
    for Driving on the wrong side of the road, for Not Wearing Helmets,
    for riding 3 on a bike/scooty, For Improper Number Plates, for Driving
    Under the Influence (stand near all the bars and you could net a lot
    of guys!), Parking in No Parking areas, Parking of Heavy vehicles on
    the shoulder of the main roads and service roads on NH66, and the
    list can go on and on - and traffic cops should not work only from
    10am to 5pm and should carry out surprise checks everywhere,
    and should not come into a dialogue with traffic laws offenders.

    The Traffic Dept. is ill equipped with manpower and vehicles to carry out
    and implement a well disciplined population of Udupi despite of the
    huge revenue!

    New traffic fines for drunken driving , wrong side driving, signal breaking , speeding is ok.

    However for not carrying documents, over loading of goods and minor offences should be kept at old level. There are lot of street vendors carry their goods on scooters and some families live far away from main roads who cannot afford to buy cars, travel in scooters. Please spare them.

    this report didn't disclose the main reason of argument. actually the RTO people parked their vehicle inside the cross road which is not visible for any person on the main road & they done it purposely. and again they used 2 civil dressed police person to catch the students & other 2 wheelers & send them to SI seated in Jeep with uniform. the argument started for using the civil dressed police since the common people doesn't know whether they are police or not. the 2 wheelers objected civil dressed police participating in this checking & demanded the SI & constable seated in the jeep can do this since they are wearing uniform. if you watch the video you can understand.

    Yes, you are right, the civil dressed police only belong to COD (department) to catch criminals & murderers, students don't belong to that criteria & it is violation of rules & regulations.
    Police need to follow the rules first & then fine others & not the other way round.
    All the fine collected should be used to build new roads & to provide pothole free roads & not pocket the money by some govt. to give freebies to win elections.

    If the state has the authority to increase/reduce the charges why does the central government handle R&T ?
