Bengaluru: Congress alleges 'mega crop insurance scam’ by Modi regime

Bengaluru, Nov 27: The Congress party has alleged that the tall claims under Prime Minister Narendra Modi regime’s crop insurance scheme have fallen flat and that the Modi government has `looted worth thousands of crore of rupees insurance amount collected from farmers.’

Addressing presspersons in Bengaluru on Tuesday, Karnataka Pradesh Congress Committee (KCC) Kisan Cell President Sachin Meega demanded that the BJP government should stop looting farmers and shedding crocodile tears for the welfare of farmers.

After releasing a CD containing alleged crop insurance fraud by the Modi government, the Congress leader said misappropriation of funds under the farmers’ crop insurance scheme by the Central government involved more than Rs 15,000 crore.

He alleged that the Fasal Bheema Yojana scheme was introduced for the benefit of Adani and Reliance Group proprietors and not the farmers. 

“Out of the total insurance premium of Rs 20,000 crore collected in 2014-15, only Rs 5000 crore had been given to farmers for their crop loss. Where is the rest of the money gone,’’ he asked.

Crores of money collected in the form of crop insurance premium in Karnataka for the last three years has been looted by the Centre, he alleged.

He demanded a high level probe into the insurance scheme of the Modi government and alleged that crop insurance firms withdrew premium several times more than the compensation provided by companies to farmers for losses on Kharif and Rabi crops in the last couple of years.

Pointing out that this kind of scam had not occurred anywhere in the country till now, the Congress leader said the scam was bigger than Rafale deal with the France Government.

The BJP government should stop looting farmers in the name of crop insurance, Meega said.

He alleged that the Union Agriculture Ministry has been turning a blind eye to the rampant corruption in the name of crop insurance meant to provide relief to farmers.

    Under Modi's crop insurance scheme, companies owe farmers a whopping Rs 2,800 Crore. Claims have remained unpaid even after the stipulated period of two months has long passed.

    The RTI was responded to, Rs 2,282 crore remained unpaid more than nine months after the harvest period ended, while the Pradhan Mantri Fasal Bima Yojana (PMFBY) guidelines require that claims be settled within two months of harvest.
    For the 2016-17 season, claims of Rs 546 crore remain pending. Claims need to be settled within two months of harvest, according to the PMFBY guidelines. Harvest for the 2016-17 season would have ended in May 2017, at the very latest.

    For the 2017-18 season, claims worth Rs 2,282 crore remain pending. The data essentially pertains to Kharif 2017-18, as pointed out by the ministry. The harvest for which would have ended in December 2017, at the very latest.

    Another failure PM Modi's BJP government don't want to talk. So the Ram Mandir is essential to deflect the crisis in the agriculture sector of the nation.

    All scams can only be investigated with a change of Govt at the centre so that the country knows te Truth as Modi is just not taking any action against any corruption for fear of loosing his Kursi.

    The government's policies are anti-farmer. The Pradhanmantri Bima Fasal Yojana is a bigger racket than even the Rafale scam.
    The present BJP government does not want those figures to get published. Data from the National Crime Records Bureau from 1995 to 2015 shows that during these 20 years, 3.10 lakh farmers committed suicide. Last two years' data is being withheld.
    During the last Kharif (2016-17) season, the insurance companies earned 44% profit as they received ₹15,735 crore while they incurred an expenditure of ₹8,862 crore in claims by the farmers
    According to the Agriculture Ministry's data, all 17 insurance companies -- five public and 12 private -- impaneled under the Pradhan Mantri Fasal Bima Yojana (PMFBY) registered a margin of ₹15,029 crore as they paid out claims of a mere ₹2,767 crore against the ₹17,796 crore collected as premium.
    As many as 3,31,96,239 farmers bought crop insurance under PMFBY to insure 3,34,73,346 hectares of land during kharif 2017-18.
    Under the scheme, farmers have to pay just 2% of total premium in case of kharif, 1.5% for rabi and 5% for horticulture and remaining premium is shared equally by the Centre and the states.
    The prime minister’s crop insurance scheme ended up being a goldmine for ten private insurance companies in just two years, with the difference between premiums received and compensation paid at nearly Rs 16,000 crore in just two years.

    The scheme also failed to enthuse farmers. In just four BJP-ruled states, over 84 lakh farmers exited the scheme after just a year. This information has been obtained by an activist through Right to Information appeals.
    PM’s crop Insurance scheme turned into a Goldmine for 10 private insurers. But failed to stop the suicide rate of the farmers in distress. This is the reason from last two years data is withheld.

    check the insurance premium u pay in the last 4 years, instead of decrease in premium every year there's a hike, and not to mention 2018 is exception where the premium is hiked 2 times one in April as usual and one in September. Is it the congress doing the scam in the past 4 years.
    Blind bhakths like u will never understand this.
    U have every justification for wrongdoings of Modi proving it right.

    Insurance companies end up in loss in case of complete crop failures everywhere...
    It is not the case always... Some crop would be there always.. So they usually make profits...that is business...
    Farmers need not pay premium...they can opt out if they have money... Save premium..

    In Karnataka there was one insurance screen in cooperative sector called yashashwini... Karnataka government gave tender to private company... They have nicely made crores of rupees. No accounts...
