Agri budget to double farm income by 2022: PM Modi


New Delhi, Jun 20 (PTI): Prime Minister Narendra Modi today said his government has doubled the budget for agriculture to Rs 2.12 lakh crore to achieve its objective of doubling farm income by 2022.

Interacting with farmers from over 600 districts via video conferencing, Prime Minister Narendra Modi said the four cornerstones of the government policy for raising farm income are cutting input cost, fair price for the crop, preventing the produce from rotting and creating alternate sources of income.

He said the budget for the agriculture sector has been doubled to Rs 2.12 lakh crore during first four years of his government compared to the previous five years of the UPA regime.

The budget for 2018-19 fiscal has taken steps to provide farmers a price equivalent to 150 per cent of their cost of production, he said.

"We are working towards ensuring that the income of our hardworking farmers doubles by 2022. For that we are facilitating proper assistance wherever required. We have faith in the farmers of India," PM Modi said.

Prime Minister Narendra Modi said the country is not just witnessing record foodgrain production but milk, fruit and vegetable output too are at all-time highs.

In 2017-18, 280 million tonnes of foodgrains were produced as compared to an average of 250 million tonnes between 2010 and 2014. Pulses production has increased 10.5 per cent.

"Our effort is to provide farmers assistance at all stage of agriculture -- at the time of sowing, after sowing and at the time of harvesting," he said, adding the policy interventions are being planned to help farmers right from seeds to markets.

First, soil health cards are being provided to help farmers better understand soil nutrient status of his/her holding and advice them on the dosage of fertilisers. Thereafter, loans are being made available to farmers to help them procure good quality seeds, he said, adding neem coating of urea has ensured that black-marketing of
the crop nutrient is stopped and farmers get it without any problem. To ensure farmers get the right price for their crops, online platform e-NAM has been started to eliminate middlemen.

    If this was the case, It should have been achieved by 2018! 2022 target is nothing but a eye on 2019 May elections!. Enough of this jumlabazi!. We were told before May 2014, that if BJP comes to power India will be a super power in 5 years!. Leave alone other issues which are not worth discussing!. What's the reality today!?. Still blaming Nehru, Gandhi, Sonia, MMS etc etc!!. Shame on these people!

    Today if one were to make a analysis in the Agriculture Market almost no crop fetches the Farmer even the costs he has incurred forget about Profits.

    From Food Grains to Oilseeds to Pulses and to Vegetables & Fruits and even to Plantation Crops like Coffee & Tea & Pepper , the story is the same.

    A quick survey of Plantation areas has confirmed that none of the youngsters wish to remain on the farm or Plantation due to uncertainty and serious issues like Labour, Climate and Rainfall, Animal Attacks and worst of all unstable price with Highest costs of Inputs.

    Of late this uncertainty has even spread to other farm sectors and even traditional Farm Sectors tech youngsters do not wish to continue in the Farm and prefer to join the 18 Million Plus Unemployed Youth waiting to sell Pakoras .

    In the last three years the farmers have had to grapple with serious issues like
    1) Demonetization
    2) GST affecting most Agri Inputs
    3) High Medical Costs
    4) Highest price for Diesel & Petrol & all Agro Inputs
    5) Lowest Price for all Agri Commodities .

    The Fact that Farmers from 22 States are protesting and the Various Farmers Associations especially in Maharashtra, Vidharbha regions, M.P. , Punjab , Rajasthan and other States like T.Nadu have made a strong Point to the centre .

    Doubling the Farmers Income by 2022 is not possible practically and no farmer believes this .
    What the farmers need badly are 7 Points :
    1) MSP as per Dr MSS Committee recommendation
    2) Pension for 60years + farmers
    3) Proper Crop Insurance
    4)Proper Lab to Land policy
    5) Stable Land laws Forest & Tribal Land safety & welfare
    6) Low Cost Inputs and switch to sustainable Farming
    7) Improving Infrastructure & Marketing

    Farmers’ despondency has turned into anger and farmers have come to the streets to protest. The principal reasons are uneconomic prices for farm produce and stagnant wages of farm labour. For the few crops that have an MSP, the MSP is not adequate and the annual increases have been niggardly. Every farmer knows that the promise of MSP = Cost + 50% is a jumla.

    The agriculture sector grew by only 2.5 percent annually between 2014 and 2018, and that agri-exports in 2017-18 were at USD 38 billion compared with USD 42 billion in 2013-14.

    Farmers who cannot get a good price for their produce are rising in revolt and earlier in June, staged a ten-day nationwide protest, dumping milk, vegetables and fruit on highways.

    Three years after Modi launched the electronic National Agricultural Market (eNAM), only 585 of the country’s 7,500 mandis have signed up.

    The government promises a minimum support price of 150 percent of a farmer’s cost of production, but also clamps curbs on storage and exports even when there is an output glut, as in pulses.
