Bengaluru: Congress urges Centre to bring petroleum products under GST

Bengaluru, Sep 20: In a bid to corner the Narendra Modi regime on the sharp rise in prices of petrol and diesel leading to the consequent increase in prices of essential commodities despite the fall in international crude prices, the Congress party has urged the Centre to bring all petroleum products under the Goods and Services Tax (GST).

Accusing the Prime Minister Narendra Modi and Finance Minister Arun Jaitely for taking the citizens of India for a ride by raking in huge amounts in the form of excise duty, KPCC President Dr G Parameshwara on Wednesday said the Modi regime had increased the excise duty 14 times since coming to power in 2014 during the last three years from 9.5 % to a whopping 21.5 %.

The whopping hike in the excise duty alone has resulted in raking in revenues to the tune of Rs 2,42,961 crore in September this year from Rs 77,982 crore in 2014, the KPCC chief said and wondered where has the additional revenue gone and whether the people have benefitted.

"Did the Modi government passed on the benefits to the public?" Dr Parameshwara asked and said bringing petrol and diesel under the GST would reduce prices of fuel by nearly 50%.

Taunting the Prime Minister by quoting his tweet as Chief Minister of Gujarat on May 23, 2012 on the increase of petrol and diesel during the UPA regime, when he said "Massive hike in petrol prices is a prime example of the failure of Congress-led UPA. This will put a burden on hundreds of crores on Gujarat,’’ Dr Parameshwara asked Modi and Jaitely to clarify their stand now.

On the contrary, BJP’s new culture minister KJ Alphonse from Kerala had the audacity to say that people who have cars or two-wheelers can obviously afford to pay the high prices for petrol and diesel. "This explains the mindset of BJP ministers. Evidently, they want all the people to travel by foot if they cannot afford the high prices of petroleum products," the KPCC chief said.

He said even the Union Minister for Petroleum and Natural Gas Dharmendra Pradhan too has been advocating inclusion of all petroleum products under the ambit of GST.

"While international crude oil prices plummet, petrol-diesel prices skyrocket," the Congress leader said.

Apart from excise duty, the cost of crude oil and refining cost declined from Rs 44.8 a litre to Rs 26.7 a litre, oil marketing companies margin increased from Rs 3.2 to Rs 4.1, dealers’ commission has increased from Rs 2 to Rs 3.2 per litre, VAT up from 11.9 to 15 per litre during 2014-17, Dr Parameshwara said.

He pointed out that fuel prices were low in other South Asian countries also.

The Congress accused the NDA Government of “cheating the public” without substantiating reasons for the hike.

Though globally, crude oil prices per barrel has declined from $ 96 in 2014 to $ 52 now, the Centre has not made any efforts to cut fuel prices, he said.

On the demonetisation of high value currencies by the Modi government, Dr Parameshwara said the country’s GDP plummeted from 10.3 % in 2010-11 to 5.7 % in 2017-18.

All sectors of the economy have been slowed down owing to demonetisation and implementation of GST, he said pointing out that all economists, including former Prime Minister Manmohan Singh, former RBI governors Raghuram Rajan, Y V Reddy, D Subbarao, Nobel prize winner Dr Amartya Sen and even BJP leader Dr Subramanian Swamy had predicted the depression in the economy, Dr Parameshwara said.

    The Goods and Services Tax (GST) is awfully complex and has confused not only businesses and the public, but also the government.With prices rising post-GST, the government taken the public for a ride.
    While international prices have fallen sharply from an annual average of $105 per barrel in 2013-14 to $46 per barrel in 2015-16 and 2016-17, the Centre has hiked excise duties on petrol and diesel over nine times.
    This is because the excise duty on diesel currently stands at Rs 17.33 per litre and that on petrol at Rs 21.48 per litre. State-level taxes on petro-products vary across states. In Delhi, the VAT currently stands at Rs 8.68 per litre on diesel and Rs 14.96 per litre on petrol, which is significantly lower than the central excise duties.
    Excise duties annually raised from the petroleum sector increased from Rs 77,982 crore in 2013-14 to Rs 2,42,691 crore in 2016-17. Annual revenues from excise duties grew at 27% in 2014-15, 80% in 2015-16 and 36% in 2016-17, rising from 0.7% of GDP in 2013-14 to 1.6% of GDP in 2016-17. This substantial additional revenue mobilisation has enabled the Centre to balance its budget without making much effort to raise direct taxes.
    At a time when GST has been introduced to rationalise indirect taxes the extent to which that has been achieved is questionable though, it is indeed hypocritical to keep petro-products outside the GST ambit in order to raise additional central revenues. Rather than running after the chimera of a fiscal windfall through meaningless steps like demonetisation, the government should focus on ways and means to increase direct tax revenues from the more affluent sections of society.
    One nation, one tax is just become another myth. When Congress wanted max cap of 18%, BJP has not even spared essential commodities raising it to 28%
    By keeping petroleum products out of GST ambit is another day light robbery. BJP should be accountable for the 3 lakh crores of indirect taxes on GST.

    On this topic, there is no difference between congress and BJP government. No government will want to lose revenue from petrol sales. And for the information of our honourable minister who said people driving cars are not starving, cars have become a necessity today and are no more luxury. Two wheeler are just too unsafe. One more thing, these middle class car owners are the people who work 4 months a year for the government in the form of taxes they pay. They need the car to be safe, to provide for their families and to be able to pay the taxes for the government. They are not like sarkaari Babus and politicians who drive SUV and luxury sedans on tax payers money.

    they will impose on food products which are necessities of life. but petroleum products under GST will affect Ambanis.

    Karnataka is one of the state where the taxation on petroleum products are highest. On every liter of petrol, state government is getting more than 25 rupees from VAT and other taxes. In Goa the price of petrol is Rs. 63 per liter. But in Karnataka Rs. 73. So simply blaming center will not help. Let the state government also reduce the tax along with the center. By the way not a single state government including Karnataka will agree for the GST on petrol and liquor.

    Ramesh, Whether State Governments were sleeping or awake is not an issue here. If Central Government wants to apply GST on petroleum products even now, I believe that no State Governments will object. For your information the Central Government at the moment charge about 67% total tax on Petrolium Products . Do U justify their action ? U expect poor middle class/retired people pay these taxes for the politicians to live a luxurious life on tax payers cost?

    Marle, Central Govt. charges excise duty at the rate of 67% amounting to RS.21/- on the landing price of Petrol costing only Rs.28/- & the State Govt. charges Sales tax amounting to RS.16/- which works out as 16% only. Hence it is advisable to Central Govt to bring this under Gst rate of 28% which I feel still is too high on Common/Retired people like me?

    Mr.Parameshwara, first please provide houses for the poor, good roads, e-toilets, support to Swachh Bhaarath Abhiyaan, justice to the victims of the communal clashes, good law & order, no divide politics, zero corruption, zero unemployment etc. from the state government side in various state government departments. Then talk about Central government & GST. Don't jump at once.

Through media, internet, smart phones etc. They are asking every day- "Why this price rise, why not bring it under GST, why govt. is not acting...". People are asking questions. Now it's up-to the Central govt. to act, before it's too late.

    This is the need of the hour.

    We are paying double tax. Central Exercise Tax + State VAT. The NDA govt. was boasting & chest thumping saying- 'GST - One Nation, One Tax, One Nation One Tax.....', they also said, they are eliminating 'Double Taxation', and now see what's happening. We are paying more tax than ever.

    This NDA govt. was voted for 'Serving people', not burning their pocket paying taxes. It's not too late that central govt. acts immediately, otherwise people will be on streets protesting. Middle class people are worst affected by this. Hike in petrol prices, hike in prices of essential commodities, hike on vegetable prices, etc.. How much more hike do we need. It's not bearable any more.

    The more sooner you act, the more you gain the confidence of the people.

    Either bring petro products under GST or allow states to directly import & distribute. Let us see the price difference.

    A word of caution. Don't do like service tax. Pre GST it was 15%. Post GST it has gone up to 28% !!!
