Mangaluru, Aug 29: Policemen attached to Konaje station here have arrested a Nepali youth. He has been accused of raping a minor girl, who is also of Nepalese origin. The accused has been booked under the provisions of Protection of Children from Sexual Offences Act (POCSO).

The accused has been identified as Kumma Singh (22), who runs a fast food joint at Thokkottu and stays at Deralakatte. During the last six months, he is believed to have raped the minor girl repeatedly.

In the rented accommodation at Deralakatte, three Nepali families live. The girl resides with her parents while Kumma Singh and his brother also stay in the same house. It is said that Kumma Singh, using the opportunity when there was no one at home, frequently raped the girl. After coming to know that the girl had become pregnant, Kumma Singh had gone into hiding.

On the basis of complaint made by the girl's parents, Konaje police registered a case. Under the guidance of Konaje in-charge police inspector, K M Shariff, sub-inspector, Sukumar and other staff succeeded in arresting the accused.

    Though the parents of the girl didnt bother about the episode of their daughter, but why the minor girl who was continously raped for 6 months did not disclose this fact to her parents in the beginning itself. Very mysterious!

    The rapid influx of outsiders into Karnataka has given rise to crimes. People coming to Karnataka from northern indian states like UP, Bihar and north eastern states will be a big headache in future. Recently two Assamese security guards in Bangalore raped a girl in Cubbon park.

    Prima facie this appears to be a case of consensual sex since the victim has tolerated it for 6 months??
    BTW, it has to be noted that, laws apart, the first encounter age has gone down to early teens in metro cities!!

    Let them marry and live happily!!!! In Nepal there is NO - POSCO. Their relationship is since last six months certainly it is a consensual sex and girl may be aged 17+ years old. Secondly that may be happening with the parents consent because boy is running a fast food joint and could be monetarily sound also a Napali, hence parents knowingly turned a blind eye to prosper their relation, but when he ran away parents understood the boys intention. Therefore they complaints to the Police.

    These types of news are very common in India. No wonder India is ranked no.4 in the world for rape. 98% of the rape cases in India are from men known to the victim, and see, same in this case.

    you think sentencing him for 20yrs will solve the problem? If that was the case then there would never be criminal charges on past offenders. These type of people never change. keep them where ever you want, in jail, in metal asylum, wherever, they will not change.

    He repeatedly raped the girl for 6 months and no one found out? I find it appalling that the girl's parents didn't take action sooner. The girl had to get pregnant in order for the parent's to believe her?
    Rubbish like this exists because parent's don't have a healthy, trustworthy relationship with their child/children. In India, between the middle class families and poor families, if something happens then first the parent's will blame their own child and then outsiders. People's thinking is based on their social class, where if your rich then your right no matter what the situation may be and if you belong to a lower class then other's are always right.

    Very good question dr. Reading these type of news, one would generally wonder why the parent's didn't find out earlier and its almost impossible to think that the child didn't tell her parent's at all. But some children are also scared to tell their parent's, especially if the offender is known to their parents, because the chances are that they will yell at the child only for telling lies like this.

    Anna, do you know the concept of statutory rape? This is a scenario where the victim is not in a position to give a legally valid consent (generally being a minor or of insane mind) and hence the intimacy is in fact classified as rape.

    I do not want to specifically comment on this particular case as I do not know the microscopic details of the case. However, if you take a hypothetical scenario where a girl is say, 17Y&6 month old. The law still consider her as a minor and hence cannot give a valid consent. However, there must be millions of girls and boys all across India who are under 18 and have boyfriends/girlfriends. Do you think they only exchange flowers on valentine's day? And how do you expect the parents to keep tabs on every hour and every minute spent by the their teenage kids?

    Few years back, the Law Commission wanted to lower the age of statutory rape to 16 as the changing societal norms in India meant that more and more teenagers just under 18 years were sexually more active. It would be insane and illogical to call each of those sexual encounters as rape where both the parties have consented.

    However, the lawmakers of India sitting in Parliament decided to act as Indian samaj's thekedaar and in their misplaced notion of morality, that recommendation was shot down.

    While the Law Commission's recommendation to amend the legislation is based on detailed study and after due consideration of experts in the field of health, psychology, sociology and developments in other countries; our parliamentarians do not need any scientific evidence to reject such a recommendation. In the same token, these parliamentarians refuse to label any forced intercourse with a girl of +15 years as rape if she is the wife. How ironic???
