Mangaluru, Feb 3: Minister for urban development Roshan Baig on Friday February 3 inaugurated a two-day state-level workshop on Smart Cities Mission - Karnataka, a planning and initiation meet for ICT solution at Hotel Ocean Pearl here. The workshop has been jointly organised by government of Karnataka, Mangaluru City Corporation, the World Bank and the KUIDFC.

Addressing the gathering Roshan Baig said, "We should maintain the phase of development holistically and improve the quality in infrastructure development. The government of India has initiated the development of 100-plus smart cities across the country and six cities have been selected in Karnataka under the Smart City Mission.

"Smart City is expected to improve quality of life by providing security, safety, public service and quality education. We have five years starting from 2015 to 2020 to build Smart Cities. The government has provided Rs 100 crore to each city for this project. Smart City project includes work area based planning and pan city planning to cover the wide range of sectors of the state.

"Our state's mayors and elected representatives should visit the foreign countries and get exposure about the planning of the Smart City, which will be helpful in getting an idea about the concept of Smart City. At the same time, behavioural changes of every individual plays a prominent role as people should stop polluting and open defecation should be eliminated. Toilets, drinking water facilities, provision of proper parking facilities - these are basic requirements that need to be resolved to convert a city to a Smart City," Baig said.

MLA J R Lobo said, "When the Smart City concept was first declared, every city competed and last year, 6 cities of Karnataka were chosen. There was no clarity about the requirement of Smart City and framing of detailed project report (DPR). Later guidelines were provided for the project.

"Even today there is no clear idea about the concept of Smart City among people and it is impossible to have a common idea for all the six cities declared, as they have their own ideas and also their own strength. On that basis, the project report was framed. Our focus lies within the fisheries and old port which have a vast history. Fisheries which can be called as an economic booster needs to be upgraded along with the old port. We have great responsibility not only to deliberate an action plan but also to ensure speedy implementation of the project. People support is crucial to make this successful," Lobo said.

Managing director of KUIDFC V Ponnuraj said, "Everyone is unaware about how a Smart City could be. There is no certain definition for the word Smart City as every city is smart in a unique way. Decision has to be made to understand the component requirement for the city in choosing location or so. Citizen participation has to be given prirority to know the requirements and what will be good for a citizen. Smart City is not just rolling out LEDs, upgrading transport, probably it should be sustaniable, efficient and inclusive. Whatever we plan, it should last forever and the design should be made based upon the topography, requirement and potential of the city."

MLA Mohiudin Bava, mayor Harinath, Deputy Mayor Sumithra Kariya, deputy commissioner Dr K G Jagadeesha, MUDA chairman Suresh Ballal, World Bank Task Team leader Shashank Ojha, MCC commissioner Mohammed Nazeer and others were present.

The purpose of the Karnataka Smart City Project preparation workshop is to get all the city senior management teams of selected smart cities together to brain storm for the mammoth task of implementing the Smart City projects.

Delegates from seven city corporations from Karnataka including Bengaluru, Hubballi, Davangere, Shivamogga and Tumakuru are taking part in this workshop. Experts from Korea and the World Bank will conduct sessions. Mayor, deputy mayor, commissioner of Mangaluru City Corporation and 60 corporators from the city will participate.

    I disagree with Minister for urban development Roshan Baig.

    The foreign junkets have continued at the taxpayer's expense year after year, despite criticism from political parties and media.

    An expose by a news channel has revealed that the MLAs returning from junkets to fancy destinations have been copying and pasting text from the internet in their so-called reports from study tours.

    During BJP regime holiday destinations such as Rio De Janerio, Manaus, Iguassu, Lima, Cusco, and Buenos Aires, besides Dubai, according to the itinerary.Among the destinations are the "exuberant ecosystems of Rio's tropical urban jungle" and shopping at Manaus, where they will “experience rhythms of Samba, Tango and Paraguayan music during dinner and a show at a local restaurant."

    I would suggest experts to come and give presentation in our country and share their experience. There are many Indian's who worked and studied abroad can give ideas. Reviving the history and many kingdoms who left their footprint like monuments,water system, technology without any modern tool is another way of learning.

    The "Smart City" concept is a long term project and therefore the "Smart City" will bring long term benefits to the people of not only Mangalore but also to the rest of the country. One positive thought leads to another positive thought and the positivity of knowledge and wisdom will spread slowly and steadily throughout India. With growing population in every Town and City of India, and with growing Education in every spectrum of Industry and Economy everyone in India will benefit in one form or another. This is exactly how the United States of America has grown and prospered over the past 250 years. Different eras of Industry and Economy added with different political, social and environmental ideologies have blossomed throughout the nation enabling the Societies and Communities to prosper slowly and steadily. Mangalore, from our humble observation, for the past 60 years ever since we left India, has grown from stage to stage, and we should be proud of all that we have accomplished in and around Mangalore. We are growing in the right direction but we have to work together and create a foundation that is strong and vibrant in order to help our growing generations. This is a long process but we have to remain vigilant of all the internal as well as external situations and accordingly march forward to achieve the desired success.

    Selecting a few handful of wise men and wise women abroad to few selected "Smart Cities" is a bright idea indeed. Let a handful of people visit other countries where the Indian Embassies and Indian Consulates abroad will help them to meet the right people and obtain the right guidelines that they can carry back with them. We also have abroad Indian sponsored Chamber of Commerce groups with some of the brightest Indians who will also help your team to meet the right people and witness the best models on "Smart Cities" abroad.

    All thoughts, ideas and concepts should be handled delicately and positively for best results.

    Mr Roshan Baig gave a hint that Mayors and Elected Officials should go Foreign Country to get some idea in building Smart City. Sad part of this idea is that these Corrupt Elected Officials may teach their Counterparts in Foreign Country "How To Be Corrupt". At the end, the Tax Payer paid tour will end up as Vacation Tour for these Corrupt Officials. Tragic result may occur that Visiting Foreign City may turn into Corrupt City like our Cities.
    World Bank will be happy to lend more Money so they can milk Us, the hard working Tax payers.

    All these who are there in above pictures to abroad ? Need a big dreemliner ! because some of them are dosing now only. After reaching destination what would be the first job ? Also some of them already visited foreign countries at least half a dozen time. Best of luck to bring smart cities from abroad

    Mr. Baig's idea is not bad. As long as it is done for a good cause and not for entertainment tour a selected team should see cities like Dubai, Singapore and Shanghai. I have seen Dubai growing from a desert mass to one of the finest cities in the world that I have seen. Infrastructure is so excellent. For eg. Metro and Public Transport (Busses & Taxis) -- timetable is coordinated by RTA (Roads and Transport Authority). When you alight from the metro - you would know if the bus to your location is available, how long you need to wait etc. Like wise Fish, Veg, Fruits markets are placed in locations where no heavy trucks enter the main-stream cities. Police stations, immigration offices, Electricity and Water Departments are so well placed ... in some areas (Ghusais) all under one roof. So the idea of visiting these cities is not bad. All the best.

    I fully agree with Alphonso D'Souza.

    Internet, Google all is okay. But nothing like a physical visit and appraisal. Only by physically visiting the best cities in the world one can get perfect insights into building a smart city. Moreover one thought to be borne in mind is proper streamlining of funds allotted for the purpose. Delegates deputed to visit should bear in mind that the resources/money allocated is for a concrete purpose and not for their personal pleasure.

    I disagree with most the commentators here. If all information can be got through social media, why are the new couples, tourists, retirees etc. going on world tours? They can see through Google and have the feel of the various places and derive pleasure.
