Mangalore, Sep 21: A post graduation course, M Sc in criminology and forensic science was inaugurated at the School of Social Work, Roshni Nilaya, here on Wednesday September 21.
The chief guest of the occasion was Dr S M Jaamdar principal secretary to Government, Department of Home, Karnataka state.
"Thanks to our country's poor criminal justice system, almost 95 % of crimes go unpunished and only 5% of them are punished", stated Dr S M Jaamdar after inaugurating the course.
Speaking further he said that most of the investigation procedures depend on the eyewitnesses' report who unfortunately turn hostile in the court before the judge. In nations like Japan among others if a son commits a major crime, his mother herself goes and complains in the police station in view of seeking justice to the victimised person. The situation is different in India. Everyone is eager to safeguard the criminal if he is their relative or a known to them even at the cost of humanity without laying any emphasis on the victimised person, he said. Thus there a is need for a change in criminal justice system wherein the crime investigation should be a scientific one and move from eyewitness's mechanism to forensic science, he said.
In his address he revealed few interesting statistics to list one is that the Jewish people are the most victimised community in the world for about 2000 years and second being Brahmins in India though are in 4%. They constitute 60% of top posts in law and science among other prominent fields.
He also said that Mangalore will get an exclusive ‘Cyber Crime Police Station’ for which the proposal will be sent soon. He stressed on the need for study of criminology and forensic science as a specialised subject.
Alok Mohan, IGP, Western Range, commissioner of police Seemanth Kumar Singh, Dr Channappa Gowda, DC, Labhu Ram, SP were the guests of honour.
