Bangalore: 3,700 Stone Crushing Units Shut


Bangalore, Mar 5 (DHNS): Building and infrastructure project costs are set to shoot up as the Karnataka State Pollution Control Board has ordered the closure of nearly 3,700 stone-crushing units in the State with immediate effect. 
 
Stone chips or “jelly” will have to be imported from neighbouring states by shelling out more money on transport.  Already, building costs have gone up steadily in the last few months following a steep rise in the prices of cement and sand.

Confirming that the order for closure was issued two days ago, Board Chairman A H Sadashivaiah told Deccan Herald that the crushing units would have to shut shop.
Individual closure orders have been served on the owners of the crushing units by the board officials. Deputy commissioners and chiefs of Escoms have also been informed about the step being taken by the board.

 The deputy commissioners can seize the equipment of the stone crushers if they continued to function, violating the order.  Directions have been issued to Escom chiefs to snap power supply to errant units.

 The KSPCB move follows a February 18 Karnataka High Court order directing the authorities concerned to close down all stone-crushing units that operate in areas of human habitation.

A Division Bench comprising Chief Justice J S Khehar and Justice A S Bopanna had pulled up three officers—Forest, Ecology and Environment Secretary Kamal Pal, Industries, Commerce and Mines Secretary Ram Prasad and KSPCB Member Secretary M S Goudar—for disobeying the orders.

 While the KSPCB’s action is well intended, it will result in jacking up the cost of stone chips, besides delivering a big blow to the development projects across Karnataka.
The KSPCB move comes even as the construction sector is grappling with severe sand shortage. Sources said conditions imposed by the Supreme Court on stone-crushing units were not only very stringent but also difficult to implement.

The State government is likely to plead for changes in the Supreme Court’s guidelines when the matter comes up for hearing on March 11. The same day, the KSPCB will file a compliance report before the Karnataka High Court.

    I am the resident of JP nagar 7th phase bangalore . There are 5-6 Stone crusing units in this area machines runs for 24 hours and makes unbearable noise. its is very difficult ot even sleep in night. Despite of Supreme courts orders they are running machines without any fear and making the life of near by residents worst than hell
    Sir please look into this and take necessaey action,

    the high Court took decision to make safer zones for stone crushers karnataka just because KSPCB was not being able to monitor the crushers which are scattered all over the state. ! Bull Shit!! KSPCB is the worst ever corrupt department even high court has made its comment over KSPCB in the order of Obayya pujary's case WP17078/1997. since the high court order in 1998, it has done nothing to curb pollution. it is now started to take action because high courts contempt proceedings will be imposed if not done so. If at all the state government forms safer zone, the KSPCB will again go to sleep. Monitoring is the duty of KSPCB may it be crusher or any of the industry. court cannot say every industry must go to safer zone because KSSPCB wants to monitor them.
    The court ccould have asked for the scientific study on what are pros and cons of making safer zones before giving judjement.
    Even the cowboy knows that If the safer zones are formed the pollution would increase several times.

    sir,we obey the high court order but at the same time govt should provide alternative solutions for the stone crushing units.please consider the owners investment loan and working people livlihood.kindly the honrable chief minister should take the immediate action

    Welcome the judgement. The state govt should provide a safe zone and should give sufficient time to Crusher Owners to shift crusher units only those who have KSPCB Consent upto 2010 and sales tax registration.(atleast 3 years)
    2. It may be very expensive to crush the stone shifting 10 to 50 KM away from their present stone quarry to where the safe zone provided.
    3. Govt should also provide stone quarry within the radius of 1-10 KM where it s the safe zone.
    4. I am interested to know the detail of SAFE ZONE.
