Hubballi, Mar 22: C S Shivalli (58), minister for municipalities, who suffered massive cardiac arrest in the afternoon of March 22, died in the hospital.
Shivalli suffered heart attack when he was speaking with his friends in the afternoon. He was rushed to Lifeline Hospital in the city immediately and was kept in the ICU. However, he did not respond to the treatment and passed away.
C S Shivalli was a Congress MLA of Kundagola in the distirct of Dharwad. He was a minister in the coalition government led by CM H D Kumaraswamy. He hails from a very poor family. He was born in Yaraguppi and has four brothers and three sisters. Shivalli was in politics since three decades and had won three out of the six times he contested the elections.
Shivalli, who was a BA graduate from the Kadasiddeshwara College of the city, had a inclination towards poltics due to the guidance of late Bangarappa. He was a student leader also. In 1985, he had founded Varanata Dr Rajkumar Fans’ Association in Yaraguppi. He was the president himself for ten years.
In 1994, Shivalli was the president of Karnataka Congress founded by late Bangarappa. He contested for Legislative assembly and got defeated by a margin of 19,700 votes. However, in 1999, Shivalli won by 11,000 votes contesting as an independent candidate. Shivalli, who joined Congress, got defeated in the 2008 election, contesting on a Congress ticket. But he won again in 2013 on the Congress ticket.
Shivalli used to personally help people who used to approach him for assistance. He was taking lots of effort in getting free housing for poor under the Ashraya scheme, arrangements of pure drinking water, clean water unit, construction of roads and getting funds from the Chief Minister’s Relief Fund. He had taken the people of the constituency and held a protest in Kanakumbi and Jantar-Mantar of Delhi for Mahadayi water. He was known as ‘Badavara Bandhu’ for his efforts towards the upliftment of poor people. Shivalli won the 2018 legislative assembly election by a margin of mere 634 votes and was given the municipalities minister portfolio.
