PM Modi should speak in Parliament on Rafale deal: Deve Gowda


Bengaluru, Jan 5(PTI): Janata Dal (Secular) supremo H D Deve Gowda on Saturday said Prime Minister Narendra Modi should speak on the Rafale deal in Parliament as charges had been levelled directly against him.

The former prime minister also hailed Defence Minister Nirmala Sitharaman for her speech on the issue in the Lok Sabha on Friday, but said it was not sufficient.

In her point-by-point reply on the Rafale debate, Sitharaman put up a spirited defence of the deal and launched a counter-attack on the Congress. "Why can't the prime minister come to the House and speak? The defence minister argued well but that's a different matter," Gowda told reporters here.

"The charge is against the prime minister. Be it the prime minister or any other leader, when there is a charge, he should come before the House," he said.

The JD(S) chief felt that Modi has given the people a reason to doubt him by not speaking on the issue. "It is not a question of whether he (Modi) is right or someone else is. But the only problem is why the prime minister is not coming to respond to the question," Gowda said.

He said the prime minister was giving interviews and was set to address 200 rallies, but what was more important was that he should have spoken in Parliament as well. "My advice to the prime minister is that when such an allegation is made, he should be in the House and face it," Gowda said.

The Congress has been targeting Modi on the multi-million dollar fighter jet deal. It alleges alleging that price of each aircraft was sharply hiked from around Rs 526 crore, negotiated under the deal during the UPA, to Rs 1,600 crore and that the deal will help Anil Ambani get Rs 30,000 crore benefit through offset contract.

Raising the issue of delay in the appointment of the Lokpal, Gowda said he had cleared the proposal for the ombudsman in his 10-month tenure as prime minister.

In his version of the ombudsman law, the prime minister was brought under its ambit, he said.

The Supreme Court on Friday directed the Centre to place an affidavit on steps taken till date for Lokpal's appointment and expressed its displeasure over the tardy progress made in this regard.

Speaking about his party's campaigning programme ahead of the Lok Sabha elections, Gowda said there was a need to inform the masses about the pro-people work done by Karnataka's Congress-JD(S) government led by Chief Minister H D Kumaraswamy.

    CEO of Dassault Aviation Eric Trappier said they are in touch with around 100 Indian firms for offset contracts and talks with nearly 30 have been finalised. Reliance is one among them.
    Reliance has only 10% of offset, says Dassault chief.
    Dassault has said that besides, Reliance Defence, it is also in touch with nearly 100 other Indian firms which are its offset partners. It said that negotiations with nearly 30 of them have been finalised.

    Dassault Aviation Eric Trappier said the decision to choose Reliance Defence as an offset partner was taken by Dassault Aviation.
    The BJP government not involved in selecting the offset contractors. All the 100 Indian offset contractors are decided by the Dassault Aviation.

    During the UPA rule Krishana Godavari Gas basin contract were given to Mukesh Ambani's and Public sector ONGC was ignored. Reliance BP company owned by Mukesh Ambani had encroached ONGC territory and illegally explored $1.55 billion worth of gas. BJP government trying to recover that loss.

    In the parliament DM Nirmala also rejected the allegation of Congress President Rahul Gandhi that NDA government excluded HAL from the agreement.
    She said there was never an agreement between HAL and Dassault Aviation during the previous UPA government in the original MMRCA contract as the French firm has refused to take guarantee of the Rafale jets manufactured by HAL.
    There is no question of excluding HAL from the MMRCA. HAL was not part of the agreement even during the tenure of UPA,” the defence minister told the Lok Sabha.

    Please remember that you cannot give wrong facts in the Parliament. Privilege motion will be initiated on you and will be expelled if found guilty.

    Whereas ,rahul in the parliament never speaks any figures, because he doesnt have the right ones.He also made a mockery of himself trying to show a unauthenticated audio tape,but couldnt play it as he couldnt gaurantee the authenticity of the tape.

    You can talk nonsense during election rallies, but parliament is a different ball game.

    He is the Prime Minister who never sleeps. He is the Prime Minister who works 18 hours a day for the country. He is the Prime Minister for whom the Parliament ‘ was’ a temple and the Constitution his ‘Gita’. That is if people would take him at face value. But facts are a little different.
    PM Narendra Modi has spent 24 hours in Parliament in the last one year while delivering 37 hours of campaign speeches during Gujarat elections alone.
    “If you look at the records of Parliament, he has spent 14 hours in the Lok Sabha and 10 hours in the Rajya Sabha during the last one year…”.
    The Prime Minister was not present in Parliament on Wednesday when the Lok Sabha held a discussion on the Rafale deal. And while the discussion was expected to continue on Thursday and it was anticipated that the Prime Minister would give a reply to charges levelled by the opposition, he went missing once again.
