Bengaluru: Petrol and diesel price to go up in State as govt hikes tax rates


Bengaluru, Jan 5 (PTI): The Congress-JDS government in Karnataka on Friday increased tax rates on petrol and diesel to 32 per cent and 21 per cent respectively,citing adverse impact on the state revenue collection due to continuous fall in the prices of crude oil in international market.

Prior to the revision, the tax rates on petrol and diesel were 28.75 per cent and 17.73 per cent, respectively.

The revised rates for petrol and diesel are Rs 70.84 per litre and Rs 64.66 per litre, respectively.

The revision has been made due to continuous fall in the prices of crude oil in international market from past
two-and-a-half months, which has resulted in base price of both fuels plummeting substantially, causing adverse impact onstate's revenue collection, the chief minister's office said in a statement.

Despite the revision, the retail price of petrol and diesel in Karnataka are lower compared to neighbouring
states, considering the base price of the fuels as on January 1, 2019,it claimed.

It also said there was additional collection of Rs 1.14 and Rs 1.12 per litre on petrol and diesel, respectively, because of the government increasing the tax rate, from 30 per cent to 32 per cent and from 19 per cent to 21 per cent, respectively, from July 15, 2018.

However, considering the substantial increase in the base price of petrol and diesel, the government had reduced the incidence of tax on these fuels by Rs 2 per litre from September 17 last year to give relief to the consumers.

"Accordingly, the tax rate on petrol and diesel came down from 32 per cent to 28.75 per cent and from 21 per cent to 17.73 per cent, respectively."

With effect from October 5, 2018, the Union government also reduced the central excise duty on petrol and diesel by
Rs 1.5 per litre and also directed Oil Marketing Companies to cut petrol and diesel prices by Rs 1 per litre out of their own margin, the statement added.

    The reason for India’s high fuel prices is quite clear. Taxes constitute 45%-52% of the retail price of auto fuels, far higher than what would be the incidence if petrol and diesel are brought under introduced GST and the highest tax rate of 28% is levied.
    International oil prices started their descent in July 2014. The Modi government, which assumed office in the last week of May that year, took advantage of the crash in oil prices to boost its revenue and bridge fiscal deficit instead of passing on the benefits to consumers as the logic of market-determined pricing would dictate.
    The NDA government hiked excise duty on auto fuels by nine times in 2014-15 and 2015-16. Excise duty on petrol and diesel was Rs 9.48 and Rs 3.56/ltr respectively before the NDA government took office. However, through repeated hikes, it has jacked up duty to Rs 21.48 and Rs 17.33/ltr, an increase of 226% and 486% respectively over the May 2014 level.
    What the Modi Government doesn’t want you to know about the Petrol Tax. Sharing of taxes collected by the Centre with the states is very much part of the federal structure envisaged under the Constitutional scheme. The President of India under Article 280 appoints a Finance Commission every five years. The 14th Finance Commission Report recommended that 42% of the taxes collected by the Centre belonging to the divisible pool should be shared with the states.
    The next question is whether the Centre shares the entire excise duty of ₹21.48 with the states or not?
    Central government’s earning from the petroleum sector has gone up drastically. In the fiscal year 2014/15, Central govt earned Rs 1.3 lakh crore. This shot up to Rs Rs 2.7 lakh crore in 2016/17 – a growth of 117%. State govt’s earning grew by 18%, from Rs 1.6 lakh crore to Rs 1.9 lakh crore.

    For example, Kerala receives 2.5% of this total 42%. The center or the state benefits of low crude oil prices are not reaching common citizens. The center pooled 11 lakh crores from taxes.

    I am against increase of taxes by central or state government... for me it does not matter who increase the taxes... please see my response when excise duty was increased by central govt... India does not only buy crude from Iran, Even Saudi Arabia supplies oil to India, hope you have seen video of saudi minister where he was stating he understand the concerns of India of crude oil prices and they actually listen what India as to say regarding crude oil prices... secondly you are quoting the central taxes as per September, later it was reduced 5₹ if I am not wrong... if state makes tax to zero petrol prices will be around ₹58 and out of central tax 50% comes back to state that is another 8 to 10₹
