Bengaluru: DySP rank officer writes to IGP, draws attention towards alleged harassment

Bengaluru, Jul 8: A letter addressed to the state inspector general of police (IGP) by a officer of the rank of deputy superintendent of police, drawing her attention to the harassment he has been subjected to for seeking leave for emergency, has been widely shared in social websites.

The officer had earlier written four letters to inspector general and director general of police of state police, Neelamani Raju, since December, 2017. The current letter, which has become viral, happens to be the sixth one. While the letter is silent about the names of the writer, it has accused senior police officers of meting out purposeful harassment to the juniors, differentiating between staff, and inflicting mental torture. The letter says that it was written as the officer could not personally meet Neelamani Raju The officer has accused seniors of harassing him for taking a day's leave on account of emergency purposes after submitting a letter.

It transpires that the daughter of the officer had got an opportunity to represent a state level team and that he had sought nine days leave to be able to drop his daughter at the training camp. As he did not get this leave, he had orally informed the officer and absented from duties for a day. The officer says that this was treated as an act of indiscipline and notice was served on him. At the same time, he has pointed out, that another officer had taken leave without giving information,
and no action was taken against him. He has accused the higher authorities of being partisan for some.

Through the letter, the officer has said that as the DGP does not know Kannada, it would be necessary for him to personally meet her and explain things. He therefore has sought time to meet her. The letter refers to suicide by DySPs, Kallappa Handibag and M K Ganapati in the past. He claims that Ganapati would have survived if a clean chit was given to him a day earlier, and that in Handibag's case, honest investigation was not conducted by the department. The officer, without anywhere mentioning his name, has said that these things are happening because of harassment within the department.
