Mangaluru, Sep 14: City mayor, Kavita Sanil, appeared before the state high court (HC) on Wednesday September 13 relating to a writ petition filed there. Owner of Green Valley Unisex Saloon Centre on Balmatta Road in the city had, through this writ petition, questioned the surprise raid and locking of the centre by the mayor.
The single judge bench of the HC presided over by Justice Vineet Kothari, which conducted hearing into the writ petition on Wednesday, passed the above order. During the hearing, the mayor filed an affidavit.

After hearing arguments and counter arguments in the case, the bench asked the mayor and city corporation commissioner to properly scrutinize complaints of violation of legal requirements, rules and procedures by the petitioner in running the salon before taking steps. It said that rules, procedures etc needed to be followed before conducting such raids have to be complied with.
On the allegation that illegal activities were going on at the said centre, the city mayor, accompanied by a team of officials, had raided Green Valley Unisex Salon Centre on July 11 this year and locked up the concern. Owner of the salon, Francis Kiran Lasrado, and manager, Vinoda, had approached high court against this action through a writ petition. The bench, which had earlier heard the petition had issued interim order permitting the owner to run the unit.
