Steep increase in infant deaths in Karnataka shakes health department out of slumber

Daijiworld Media Network - Bengaluru (SP)

Bengaluru, Aug 25: At a time when unusually high number of infant deaths reported from Kolar recently gave rise to red alert in the health department, it has transpired that between April and June this year, 914 newborns had died in the entire state.

As many as 85 newborn children had died in Davanagere during April and June this year, which accounted for 41.87 percent of the number of newborns. Likewise, 74 newborns died in Kalaburagi, 63 in Raichur, 58 in Dharwad and 54 in Belagavi during the above period. 21 newborn children died in Kolar during the same period while three died within the city corporation limits.

The department of health and family welfare, which has taken remedial measures, sent ten guiding principles to district hospitals in order to put a brake to infant deaths. The department has directed the hospitals to strictly follow them. Under the child-friendly hospital campaign, these principles have been instructed to be prominently displayed in all the hospitals. The department has noted that because of improved facilities at government hospitals, the number of child births has increased and the staff have been asked to work additional hours.

Principal secretary in the department of health and family welfare, Shalini Rajneesh, said that the system of monitoring health condition of children released from sick newborn care units of government hosptials through 'Asha' workers for a year will be further streamlined. She said that various steps to minimize infant deaths like special ambulance, lactation clinics, breastmilk bank, special newborn treatment facility, additional equipment for special newborn childrens unit and staff, are being provided. As a result, she said that the number of infant deaths is coming down.

In Kolar district hospital case, between January and now, 90 children including 45 newborns have died. Director of health and family welfare department has reported to the principal secretary a report, confirming that prima facie no cases of negligence on the part of the staff were found in these deaths.

In the meanwhile, BJP has formed a fact finding team for investigating large number of infant deaths in different hospitals including SNR Hospital, Kolar. BJP state president, Yeddyurappa, formed the committee which will be headed by state spokesperson of the party and MLA, S Suresh Kumar. Kumar will be the convener of the committee which will travel to different districts to study infant deaths and submit a report.

The PM government has ordered a cut of nearly 20 percent in its 2014/15 healthcare budget due to fiscal strains, putting at risk key disease control initiatives in a country whose public spending on health is already among the lowest in the world.

Despite rapid economic growth over the past two decades, successive governments have kept a tight rein on healthcare expenditure. India spends about 1 percent of its gross domestic product (GDP) on public health, compared to 3 percent in China and 8.3 percent in the United States.

The United Nations estimates about one third of the world’s 1.2 billion poorest people live in India.

What Does Slashing The Healthcare Budget Mean For India's Ailing Public Health System?
One person dies from tuberculosis every minute in India. Millions of children die every year because of inadequate access to food and preventable illnesses like diarrhoea and pneumonia. India is the diabetes capital of the world and the third most obese country. Due to mental health conditions like depression, India's suicide rate in the 15-29 age group is the highest in the world. The Infant Mortality Rate in India is 40 which compares poorly with its neighbours including Bangladesh, Nepal and Sri Lanka.

In the absence of a robust public healthcare system, the majority of the population will continue to rely on unregulated and exorbitantly priced private facilities. Out of pocket medical expenses already push an estimated 39 million Indians into poverty every year.
Many commenters do not know the actual facts. They compare UP Oxygen related deaths to Karnataka. The fact is 120 crores was sanctioned for Gorakhpur the system failed due to irregularities.
As medicine prices increased and health budget cut non-BJP state governments are struggling to provide health care system. Same time despite private health services available poor can't afford it.
This is our poor India ruled by rich political elite who can spend crores for one assembly segment.

Must appreciate transparency of congress govt unlike BJP who would have never even known the situation and in case had known would have flushed it down the toilet. State congress govt has released the report and also taking measures to contain the situation. BJP is now waking up to say forming a fact finding committee. Being in opposition should have raised this issue in the assembly and caught congress off guard but BJP is obsessed with only votes and vote bank politics.

Govt. needs to book concerned people / officials for negligence and not to arrest a low level officer and make him scapegoat to save ministers. Health Minister has to resign if he cannot control the situation.

BJP need to send the fact finding team go Gorakpur (UP) as well so that we will know that BJP is really caring about infants death and not just fooling around.
