Bengaluru: Learn Kannada within 6 months or get sacked - KDA tells bank employees in state


Bengaluru, Aug 8 (Deccan Chronicle): The Karnataka Development Authority (KDA) has issued a circular to all nationalised, private and rural banks to instruct their non-Kannada speaking employees to learn the local language in six months or they will lose their job.

In a circular issued on Monday, KDA chairman SG Siddaramaiah asked the regional heads of the banks to make it mandatory for all non-Kannada speaking staffers to learn the language. It has instructed the banks to establish a Kannada unit in all the branches.

"I have sensed that there has been a lack of will in implementing the local language in several banks. We can't ignore the fact that not paying due respect to the local language can lead to conflicts in future. The banks have to take up the said measures on an emergency basis," Siddaramaiah said.

The KDA has also asked the banks to implement Dr Sarojini Mahishi report, which said that the local applicants must get the Group C and D posts.

Siddaramaiah said he will later visit the bank branches to ascertain that the instructions of the KDA have been implemented effectively.

    Good decision by KDA. I have faced lots of difficulties when interacting with non-Karnataka people due to language barrier not only in bank but also in railways. If people seeking jobs in other state it's good to learn their local language at least basic communication. It will help a lot in day to day activities. It should be taken in positive way, not as imposition or rule imposed on non-native people.

    What is our country coming to? People quarelling over religion, caste, language, boundaries.... The country doesnt need outside enemies, we ourselves have become enemies of the nation. No one seems to be thinking about the nation, everyone is only thinking local. Does anyone realise how much harm is caused by our narrow minded thinking and reasoning? At this rate, we will only implode and regress as a nation, rather than progress and become a global force to reckon with. The issues like clean air, clean environment, clean water, safe and healthy food, affordable health care for all, safety for women and children, law enforcement, housing, employment which should be the priorities has been conveniently ignored!

    The reality is that non Kannadiga's have got jobs in public sector banks because Kannadiga's do not want to go bank job as it is not considered non lucrative and non glamourous as compared IT and engineering jobs now. This was not the situation in 1970's and 1980's most of the banks had Kannadiga employees in large numbers. In those days recruitment to public sector banks was done by Banking Services Recruitment Board ( BSRB ). Lakhs of people used to write for BSRB exam from Karnataka, minimum qualification for clerk post was S.S.L.C then. Even in exam centres like Udupi thousands of candidates would appear for the BSRB exam. The same situation also exists for other competitive exams like Staff Selection Commission ( SSC ) which does recruitment for Income Tax Inspectors, Customs Inspectors, Junior Engineers ,Constables in Central Police Forces , CBI sub inspectors and many other central government posts. SSC has region wise category even then our Kannadiga's do not apply. If you see previous postings of Karnataka through SSC you will find many non Kannadiga's . SSC has regional office in Bengaluru covering Karnataka and Kerala. There is exam centre at Mangaluru for Income tax, Custom Inspector exams. This issue was shown in a Kannada news channel once, Still Kannadiga's do not awake. Only consolation is Kannadiga's have shown some interest in UPSC civil services exam for I.A.S, I.P.S and I.F.S. Kannadiga's should show interest in the jobs like Banking, Insurance ( Public Sector ) , Police and other central government jobs.

    Tomorrow if the countries in the Gulf instruct all their bank employees to learn Arabic or leave, I believe most of us Indian employees would be at risk.
    I feel this is a bit harsh on KDA's part. If the bank has a healthy mix of employees fluent in the common languages spoken locally (Kannada) and nationally (English, Hindi) that should be good enough. And most banks are nationalised banks or private banks with a nationwide presence - unfair to have such rules in place.

    I am proud to be a Kannadiga. Fentastic move by the state government. People must be thinking that such initiatives would terrify the non-kannadigas. This in fact, golden opportunity to learn a new language for non-kannadigas, however I would strongly recommend this move should not be limited only for our state, every state must bring this resolution with immediate effect that, this would compel the people working from different state to learn a new language which is really superb.

    This is total nonsense and rubbish. I think our state govt has lost its brains and hence taking up petty matters and making it a political issue. When would these uneducated politicians learn ? None can force a govt employee to learn state language if he / she belongs to a different state. I think our state govt members need to be sent to school to understand our constitution.

    @Vinayak mangalore,it is not rubbish but need of the hour.Everywhere it is mandatory to know the local langauage when he has to work in a place like bank or a office,where local people will come to deal with their needs .when one employee doesnt understand it,it can become problamatic.Not everyoone know english.Go to Kerala ,you will be lost there when you dont know the local language.It iwill be a loss to the bank when one dont know,they will go to another bank.I just wonder why they didnt ask first by employing interview.Or were just came through back door?

    @ Rita, Kerala has one language in common which is Malayalam and is universal. Also must say, they ware well versed with English and the communication is not difficult at all. If you are not able to speak Malayalam, then cannot say its need of the hour. We have different types of kannada and honestly speaking I dont even understand the ghat side kannada. Do you find the same in Malayalam ? Hence its universal.

    Sir, I think you do not the practical problem. Once I went to a nationalised bank's branch at Mangalore, there a lady staff spoke in Malayalam, even she was not able to speak properly in English or HIndi also. This is the reality. Therefore nothing wrong in KDA decision.

    @ Kannadiga, then we must say, those who do not speak in TULU while employed at M'lore they should also be suspended or sent home. So as those who are employed in Coorg should speak Kodava. Is it not ?? What an example you have choosen to do comparison. Seeing your written english, I doubt if the bank employee understood what you were trying to explain her.

    Does KDA even have the authority or jurisdiction to force banks to fire employees who don't speak Kannada? While I believe all languages must be respected, you cannot force anyone to learn a language, just like imposition of Hindi is being opposed tooth and nail today!!!!
    Today, bankers help the illiterate to fill up bank forms. Keeping in the mind the frauds that happen these days, what if Banks come up with a rule customers should fill forms on their own, that the customer is an illiterate is not their problem.
    Bank managers and officers and in some cases, clerks get transferred all over the country, it is unfair to force them to learn each and every local language. This move stinks of regionalism and politics and its better KDA devotes its time in promoting the language diplomatically rather than forcing people to learn it.

    How can a state government or KDA dictate what language bank employees should speak other than at least one of the two official languages, Hindi and English? Banking is under Central Government jurisdiction, and bank employees are not employees of the State or KDA. What audacity or authority do they have to sack an employee who are not their servants and did not employ them?
    Kannada has the same official status as several other languages, including Konkany, under the Eighth Schedule to the Indian Constitution. Tomorrow, the State Government or KDA can tell banks that their employees must speak one of these 8th Schedule languages in that part of the State.

    Come to Mangalore or any part of Karnataka.. and go to any government sector or any nationalize bank , then you will come to know that. .. why Karnataka government / KDA is implementing this process.
    (for your information - here in Karnataka local people will get problem with languages now days most of the people having bank account even rural area, if these people are going to bank ...ultimately they will end up with language problem because most of the bank employees are from outside Karnataka as they don’t know kannada language ... , Now assume that they (bank employee) knew Hindi/English language and it does not mean that our local people should know Hindi/English language.. so there for Karnataka / KDA has taken good move)

    One more important thing. In Banking, only certain grade above people are get transferred to out of state. By and large they seldom interact with customers. You spoke about rural Banking, in rural no clerks will be transferred from out of state and there will be more local people. And in case farmer or uneducated person has to interact with the Manager or officer (though he is from same state or outside), they will always use reference who knows local language, no body goes alone even in cities as I observed (we drive by influential force as you know).

    And moreover we all DK and Udupi people know how rude these Gattada Kanndaigas when they transferred to our place, who doesn't help customers at all.

    Most importantly I am happy at least Konkani people interact in Konkani within themselves (Really good). But Tulu people knowing the fact that he is Tulu guy, i dont what makes him to speak in Kannada with third person. Common guys start with TUlu, if he doesn't know then conversate in other language.

    Excellent.... I liked the way you put in the conversation, which is self-explanatory.....

    Besides, here CM's missive to learn Kannada, learning an additional language, which is not only interesting but also a new experience. Initially, one might find it difficulty but gradually can be mastered. Where there is a will, there is a way!!

    To cite example of my career, when I was in Mangalore, like others, I could speak in English, Konkani, Kannada and Tulu and little bit of Malayalam. also. Later, I made up my journey to Mumbai, where I learnt Marathi (to speak fluently) and converse with little bit of Gujarathi. Further to my journey to the Gulf, I started conversing with local languages like Arabic, Tagalog, Malayalam etc. and during our conversation, I can find glow in their face and familiarity.

    All in all, by learning an additional language, I found benefits in abundance.............

    If all the Hindi speaking people leave Bangalore, Companies will be forced to relocate to Northern states, all the real estate tycoons will feel the pinch, those enjoying life with the rent money will come to the street.
    Arrey do something good for the society instead of Language, Religion, Flag. Etc. issues....
    At least try to solve the Farmer suicide issue....
    Unfit to solve the real issues but very much interested in creating new controversies.
    This is how & why the Congress downfall has started in this Country.
    They are very much sure that they can't come to Power in Northern India, trying their hard luck at least in Karnataka but people will kick them hard this time... Just wait & watch.
    They don't have the guts to say that give all the jobs to Kannadigas...

    A welcome and much-needed move. Those who come and live in Karnataka and earn their bread here, must learn the local language. We have seen the audacity and attitude of some bank staff who demand the villagers to communicate in Hindi and English even when they are working in Karnataka. It has become a fashion for long that people of Hindi belt come to our state and take pride in telling 'Kannada gottilla' even after staying here for years. Rather they force us to learn Hindi. Just as we learn Hindi when we are working and living in Hindi belt, the people of North India should learn our language when they work and live in our region. I have seen so many common people, specially the elderly in villages or far-off towns being humiliated by bank staff for failing to communicate in Hindi or English. Hindi is not our national language but just an official language like Kannada and other 21 languages. We aren't forcing entire India to learn Kannada but only those who are working and living in Karnataka. What's wrong in it? How it become linguistic fanatism? People who bow before the Hindi lobby are the ones who are opposing this move. But for rest this is a welcome move. Kannada is the identity of our culture and our State. We aren't forcing tourists to learn Kannada but only those who work and live amidst us for long. When you drink water from Karnataka, eat food from Karnataka, live with Kannadigas, earn your bread in Karnataka, get your children educated in Karnataka, why not put little efforts and learn the official language of Karnataka? You won't lose anything. Don't we Kannadigas do that when we migrate to other states be it Mumbai, North India, Gujarat, Kolkata etc?

    Only Tulivites Mangaloreans people largely migrate to other places you find every Mangalore people. And rest of Karnataka people either migrate to Bangalore or few north Karnataka people migrate our tulunadu or Mumbai as labour class.

    In democratic and under constitutional rights even SC ordered states not to dictate the languages over people.

    I am against compulsions just as making Hindi compulsory in Southern States by the cow government to learn Hindi.

    Similarly in Karnataka they should not make compulsions to learn Kannada.

    These days the bank forms etc I get from Mangalore Banks (all Nationalized) are first in Hindi and then in English. Why not also in Kannada? What do the ordinary Mangaloreans who can read neither English nor Hindi do to fill in these forms?

    Is such rule is compulsory for in other states too.
    For instance, there are lots of Kannadigas working in Mumbai banks. Moreover, bank employees are often subject to transfer to other branches and may be to other states too. If someone is placed at the country who has to deal with customers it is a must. Otherwise why the forced implementation. ?

    This should be extended to railway stations too. Sometimes while booking ticket at the Mangalore station, forget Tulu/Kannada, the person won't know Hindi/English either. All they know is their own native language.

    After a certain age[student age] a person cant learn anything or a language. Its v difficult if u suddenly ask a 50 year old bank manager who may have got transfered from mumbai to karnataka to learn Kannada. He may go in for VRS and we loose valuable and experienced bankers !!
