Mangaluru, May 3: The Dakshina Kannada police department on Sunday May 3 informed that people who need to travel to other districts within the state on emergency or important work need to obtain an e-pass by filling a form on the website https://bit.ly/dkdicepass.
The administration on Sunday announced partial relaxation of lockdown from May 4 in non-containment zones, with shops selling essential items being allowed to remain open from 7 am to 7 pm, and wine shops from 9 am to 7 pm in Dakshina Kannada and till 1 pm in Udupi.
With movement being partially allowed, the Dakshina Kannada police department issued guidelines concerning the issual of the e-pass. They are:
1. A person can use his or her mobile number to apply for the pass and travel to another district only once.
2. The pass will be for one-way travel only. The same pass cannot be used for re-enter Dakshina Kannada.
3. Once the applicant submits the form, a link will be sent via SMS to the mobile number provided in the form. The person has to click the link to download the e-pass.
4. Those travelling to other districts by non-private vehicles like taxis need to obtain a separate epass for the driver. The driver will be allowed to re-enter Dakshina Kannada after dropping the passenger at the destination.
For any query, people are requested to contact the nearest police station.
Meanwhile, the Karnataka government too issued guidelines for inter-district travel within the state.
According to the notification by the state government, Bengaluru Rural, Bengaluru Urban, Ramanagara, Chikkaballapur and Kolar districts will be treated as a single unit for the purpose of movement during daytime between 7 am to 7 pm to undertake permitted activities only with the production of letter from the company/organization they are working in, and the of?cial identity card of the company/organization. No other inter-district passes will be required to move across these districts.
For other districts, inter-district movement passes for permitted activities will be required, which will be issued by deputy commissioners concerned.
No inter-district passes shall be issued for non-permitted activities except on one-time basis for stranded persons.
For movement of individuals during night time curfew timings between 7 pm to 7 am, passes already issued for all essential activities only, shall continue to be valid. For IT, BT industries, etc, departmental secretaries, will recommend issue of curfew passes to the respective DCPs in commissionerates /deputy commissmnerates.

Udupi, May 3: As per the lockdown relaxation guidelines, the inter-district travel will be only allowed to vehicles who produce authorised e-pass.
According to the government orders, e-passes will be issued to stranded students, migrant labourers, and tourists. These passes will be applicable for one-time travel and will not be provided for the return journey.
Those who wish to avail these passes can obtain them by filing an application at the nearest tahsildar's office and by supplying all the necessary documents.
Deputy commissioner has urged people to not visit the DC office to avail the pass. Several people have been seen violating the government order by visiting the DC office to collect these passes.
Passes for the inter-district travel will be issued for emergency medical reasons, employees of medical production units and to the employees of defence production units. A medical certificate, letter from the company, and an identity card of the specific company should be submitted to procure the passes.
The online applications will be verified by tahsildar and the assistant deputy commissioner will issue passes for the same.
