Bengaluru, Sep 29: Congress MLC, C M Lingappa, has filed a complaint with the Karnataka State Human Right Commission (KSHRC) of alleged third-degree torture of former minister D K Shivakumar by the sleuths of Enforcement Directorate (ED) and has demanded suitable action against the ED.
"D K Shivakumar, who is under the custody of ED, is being treated as if he is a terrorist from Pakistan. He is being deprived of the basic facilities like medicine and a bed sheet. In addition, he is subjected to interrogation in the night. He is not being allowed visits by his family members. He has been kept in a dark cell. The ED is already treating him as a convict and not accused. These acts of the ED are gross violation of human rights," said Lingappa, speaking to the reporters on Saturday in the city.

Lingappa said that he has filed a complaint with KSHRC against Monica Sharma and other officers of the Enforcement Directorate, who are involved in the interrogation of D K Shivakumar alleging them of violating the human rights.
The MLC further accused that the ED is being used to threaten and suppress the political rivals by the BJP.
On query of accusations of Siddaramaiah of orchestrating the arrest of D K Shivakumar, Lingappa said, "These are baseless and purely made up stories. The former CM cannot go down to such a cheap level of putting his own party man in trouble."
"KPCC and AICC leaders are fully supportive to the former minister D K Shivakumar and are firmly backing him," said Lingappa.
