Panaji, May 29: Asserting the need for a separate Goa Indian Administrative Service (IAS) cadre, Rajya Sabha member Shantaram Naik today termed IAS officers posted in Goa as `non cooperative and inefficient’

Goa is presently a part of the Agmut (Arunachal Pradesh, Goa, Mizoram and Union territories), a joint cadre where a pool of bureaucrats are shuffled between states and union territories covered in the cadre.

Naik addressing a press conference today said that these IAS officers work half heartedly in Goa as their families are back in Delhi. “They seek reasons to visit Delhi often. They just think of their next transfer and work to very limited extend in Goa,” the parliamentarian alleged.

The Rajya Sabha member alleged that some of the IAS officers are non cooperative, some are not efficient and some don’t understand the problems in the state.

“They don’t have commitment towards the projects or schemes in the state due to which the entire administration suffers,” he said.

Naik stated that any IAS officer when posted in Goa takes time to understand the things and by the time they get the pulse, they are transferred back.

He said that it becomes difficult for the state government to get rid of bad and non cooperative officers. “We have to keep pleading with the Union home ministry which controls transfer of officers from this cadre,” Naik said.

“If Goa has its own cadre we can easily suspend any civil servant from service if he is causing trouble,” Naik said.

The MP said that Goa will benefit if it has its own cadre. “There are several efficient and intelligent youths who can pass IAS examination and hold the administrative charge of the state,” he added.
