Udupi, Oct 16: “Udupi occupies the second place in the state in Sakala service. It is receiving good response from the public. There are 897 services available under Sakala along with 12 additional services,” said administrative officer of Sakala Mission, K Mathai.
He was speaking at the Sakala awareness programme held at Atal Bihari Vajpayee auditorium, Rajathadri, Manipal by Sakala Mission, administrative officer, faculties and Administrative Reforms department on Monday, October 15.
He further said, “In India, most of the government works take place with the help of middlemen or commission agents. Without paying commission, work will not be done. To avoid this problem, the government introduced the Karnataka Sakala Service. Sakala means ‘Right to Guarantee of services’. The work should be done inside a stipulated time,"
“Very few people are aware of this service. Karnataka's Sakala model is adopted everywhere. The state had received Google innovator award and other awards for its service. The awareness campaign is being organized for strengthening Sakala and enforcing it effectively,"
“There are provisions of levying a penalty if works are not done within the stipulated time. If a complaint is received more than seven times against a certain department, there is a provision to go for departmental inquiry,"
“Law must be enforced strictly in the implementation of government programmes. Only then it can be effective. It is made mandatory to display Sakala services and its counter at all government offices. Officials are bound by time to deliver service. For each day of delay, a minimum fine of Rs 20 and maximum Rs 500 is payable to citizens. To get information or lodge complaint one can contact the call center number 080-44554455.
“On submitting applications, the applicant should obtain a computer generated receipt (acknowledgment). If services are delayed, the applicant needs to inform the call center and should file the first appeal. Appellate authorities are bound to dispose of the petitions in stipulated time. This is an easy step to obtain service under one roof,” he said.
Additional DC Vidya Kumari said, “Karnataka Sakala Services Act was passed in 2011 to provide a guarantee of services to citizens in the Indian state of Karnataka with a stipulated time limiting to citizen related services. When the service gets delayed, respective officials are responsible for it. If we strengthen the Sakala service mission, there is no doubt in achieving first place in the ranking list. The ranking list is made on the integrated development of all departments. The Sakala mission intends to work effectively.”
The gathering asked solutions for their grievances at the awareness programme.
