Mangaluru: Mandatory ID cards for ultrasound puts pregnant women in quandary

Daijiworld Media Network - Mangaluru (DC)

Mangaluru, Apr 3: Pregnant women in Dakshina Kannada are feeling the heat following a new rule by the government making identity cards mandatory to undergo ultrasound.

According to a newspaper report, pregnant women unaware of the new rule who arrive in the city from distant places such as Belthangady, Subramanya are returning home after being sent back by the scanning centres, failing to produce any identity cards such as Aadhaar, PAN, driving licence, ration card or Thayi card.

Dr Ramakrishna Rao, district health and family welfare officer was quoted by a newspaper that the pregnant women are indeed facing problems due to the new rule. "Lack of awareness in the district especially among the women from rural area is the prime reason," he added. He further said that awareness programs are organised in this regard.

One of the employees at a scanning centre in Mangaluru said that the identity cards were compulsory to avail various benefits such as Janani Suraksha Yojana and other of facilities by the state and the central governments.

But contrary to his statement, it is reported that those women who do not avail benefits of the government too are supposed to furnish their identity cards. The officials at the scanning centre say that all the women arriving for scanning are required to have an identity card since they need identity for customary scans to document the total number of women scanned and the reason, and also the location.

It may be recalled that the government introduced a new rule with effect from March 1, which makes identity cards such as Aadhaar, PAN, driving licence, ration card or Thayi card mandatory to undergo scanning.

It is blatant abuse of human rights of woman and as well the unborn child. Every woman and the unborn child having a id or not , whether married or not whether over age or under age have the right for treatment and determining the propective well being of herself and the foetus. Only ensure sex determination is not done and for that the doctor needs to have proper ethics .

What next? An Aadhaar number for an unborn child?

Access to decent healthcare is a basic human right every Indian (including a person sentenced to death by law). Such basic human right cannot be denied for want of an Aadhaar card.

I can understand where Aadhaar (or ID) is made mandatory for availing financial benefits from the Government or where the matter involves financial transactions, tax evasions or crimes. But sending pregnant women back for lack of ID card takes the matter to an all together new level.

If any of the affected pregnant lady (or even her family member) is reading this comment - please send a compliant to the NHRC through their website. This ID rule is ridiculous and the NHRC has the legal power to put a stop on this non-sense.

The goverment needs to make strict actions to prevent sex determination and female feticide. Female feticide is a crime It should not happen The idea of submission of Adhar card was by the PCPNDT act to prevent female feticide. India is not having enough girls now as a result of female feticide. There are more men than women If this happens what will happen in future is that men will not women to marry and many men will sufer due to inability to get a good life partner Urgent action is needed to prevent female feticide

To get maternity leave, the woman need not be married, because govt goes by the condition of the woman and not by the status of the woman. Then what is this madness ? If the woman is paying the charges and not asking for any benefits, why identity card is required ? Tomorrow even to go out with her husband, some one will ask ID card. I think, govt is testing the patience of citizens.
