Sasikala jail bribe: DGP Rao, DIG Roopa transferred, Amrit Paul replaces Reddi

Bengaluru, Jul 17: Director general of prisons, H N Satyanarayana Rao, who is to retire shortly, and deputy inspector general of prisons, D Roopa, both of whom are involved with spat relating to accusation made by Roopa about corrupt practices in Parappana Agrahara prison, have been transferred. 
 
Roopa has been demoted to the post of commissioner of traffic and road safety, while Rao's new posting is yet to be known. Roopa will be replacing Dr A S N Murthy, who has been transferred as ADGP (forest).
 
 
N S Megharik, who is currently serving as DGP (Anti-Corruption Bureau) will take over as ADGP (prisons).
 
Also, M N Reddi, DGP (intelligence) will replace Megharik.
 
Amrit Paul, who is the current IGP (intelligence) gets additional charge as DGP (intelligence). It may be recalled that CM Siddaramaiah had expressed his anger at Reddi and former IPS officer and advisor to the home minister Kempaiah for their failure on gathering intelligence on violence in Dakshina Kannada district and also on the fight between Rao and Roopa.
 
After D Roopa submitted a report alleging that V K Sasikala, jailed AIADMK general secretary, was being extended several facilities in exchange for bribe, Rao had denied the allegation and accused Roopa of making public a report which should have been first submitted to him. Roopa had filed another report later, alleging attempt to destroy evidence of facilities provided to the high profile politician earlier.
 
Roopa had accused Satyanarayana Rao of favouring and according special treatment AIADMK (Amma) leader Shashikala Natarajan in Parappana Agrahara jail in Bengaluru.
 
The transfers and new postings of Rao and Roopa came on a day when an one-man inquiry committee, headed by retired IAS officer Vinay Kumar, was to begin probe into the charges of corruption and irregularities in the city's central jail.
 
Earlier, sources had suggested that Ashit Mohan Prasad, who is the commissioner of traffic and road safety currently, was likely to head the prisons department in place of Satyanarayana Rao.

    When the issue is in investigation why Sidaramaiah transfered Roopa & other senior officers. CM had not taken steps in legal way. Almost everyone knows bribe, VIP treatment, Ganja, smoke, drink available in jails. Example we can see in Sasikalas VIP treatment in her cell. Let confirm after investigation results whats truth, later Sidaramaiah should take transfer action.. So prompt officer cannot take right step to legallyi Siddas government, if its so its reward is "transfer".

    In this fight between bigwigs, no one is bothered about Sasikala akka. Now for a few months she has to eat food from hotel until everything cools down and prison kitchen is setup again. What if she gets gastric & other problems from ajinamoto & other harmful ingredients. Until the prison kitchen is setup again, the master chef, cook, butcher, chopper, grinder, cleaner & all will be on unemployment benefit.

    Very Good decision by Government.
    1. It will stop unnecessary allegations and fights in a department.
    2. Help to have a free inquiry.
    3. Witnesses can not be destroyed by the people who involved in corruption/allegation.
    4. Will lead to adopting a simple and strict disciplinary pattern in the system in future.

    Satya's views on the aftermath of the very public spat between the two police officers is absolutely correct .She has let the cat out of the bag and the decision taken by the Govt in this regard is right. When we work under a system of an institution ,everyone has to follow a set of rules . If everyone takes every issue to the public domain then working in that kind of environment makes life difficult for the others and they also become a suspect. I fully endorse the State Govt in this regard. Some views of certain readers are always anti Congress and pro BJP. What about the Vyapam scam in MP and the rogue behaviour of BJP leaders in UP? They are all quietly swept under the carpet.

    I had already forecasted about the result of this case. So accordingly Roopa, DIG has been transferred but she is demoted and posted somewhere as a reward for her pointing out the jail bribe and other irregularities. So in future also such punishment will be awarded to the efficient and sincere Officers.

    Of course, this is on expected lines. We do not want honesty in this country and all honest officers will be hounded and humiliated. What a tragedy, there is no place for upright and honest people in India. I just can't find words to condemn this behaviour of the government. Whom do we complain to? Where do we go with our grievances?The whole system is rotten from top to bottom. So disgusting. I feel so much for this brave lady to tried to do her best. If such blatant acts happen in public, God alone knows what must be happening behind our backs.

    They are transferred for violation of service rules, which clearly stipulates against internal reports being leaked to the press or public. Both the accuser and the accused have violated these service rules which calls for disciplinary action. With both these officers out of the picture an impartial enquiry can go ahead. The government has not stalled or stopped the enquiry which is going on. How can you expect Rao the accused to carry on with the enquiry against himself, and only if he were to be transferred than doubts would have been cast on Roopa. For a honest officer like Roopa, this should be a blessing in disguise as now her report can be acted upon without any outside interference, by those who are non parties in these incidents.

    Few years back the same siddaramayya & congress party take a procession to Bellary in the name of corruption. But what is going on now? Is this competition for corruption.     People always use Gandhi’s name but the same people not interested in Gandhi’s principles. All these days we read/heard that taking bribe is illegal & punishable but here talking against bribe is proved as punishable. What a tragedy!!! I really feel sad. Finaly corruption won the battle. Why the congress govt doing like this? Why nobody in the congress party raise the voice against corruption? They only shout once the dairy disclose the truth.

    There is no place for efficient officer under present govt. either they have to adjust with this corruption or ready to punishment of transfer. many good police officers lost their life & some are quit the job & some are forced to leave the job. But corruption is increasing day by day.

    Under rules she should not have gone to the public with her report which is wrong, but at the same time she is justified in complaining that it was Satyanarayana Rao who went public first. Therefore action should have been taken against Rao and a strict warning should have been given to D Roopa. At the same time an impartial enquiry should have been conducted on her report and action taken against all the corrupt officers. It is 100% certain that special and VIP treatment has been accorded to Sasikala and some politically influential inmates in exchange for money.

    Nothing will happen, as usual only Roopa will be punished & transferred to some other dept. & branded her as a opposition party supporter. Yesterday all the kannada news channels shown those prisionars who are shifted to other jails & they are unable to walk bcoz of police treatment. Now there is no human right activist voice against this, they are only interested in kasmiri stone pelting case. No secular will talk about this. Why they are all quiet now? Are they working for political party or on any logic based issues? I don’t know how long this corruption money will rule us.
