Petrol, diesel prices to change every day from May 1


New Delhi, Apr 12 (PTI): Come May 1, petrol and diesel prices will change every day in sync with international rates, much like what happens in most advanced markets. State-owned fuel retailers Indian Oil Corp (IOC), Bharat Petroleum Corp Ltd (BPCL) and Hindustan Petroleum Corp Ltd (HPCL), which own over 95 per cent of nearly 58,000 petrol pumps in the country, will launch a pilot for daily price revision in five select cities from May 1 and gradually extend it to all over the country.

"Ultimately, we will be driving towards market linked rates on a daily basis at all pumps across the country," IOC Chairman B Ashok told PTI. A pilot for daily revision of petrol and diesel price will be first implemented in Puducherry, Vizag in Andhra Pradesh, Udaipur in Rajasthan, Jamshedpur in Jharkhand and Chandigarh, he said.

State fuel retailers currently revise rates on 1st and 16th of every month based on average international price of the fuel in the preceding fortnight and currency exchange rate. Instead of using fortnightly average, pump rates will reflect daily movement in international oil prices and rupee- US dollar fluctuations.

"It is technically possible to change rates daily but we have to first do a pilot. Once pilot is done and its implications studied, we will extend it to other parts of the country," he said. While Ashok said the pilot is to be "launched within one month" and did not give a specific date, industry sources said the pilot is planned to be launched on May 1.

Daily price change will remove the big leaps in rates that need to be effected at the end of the fortnight and consumer will be more aligned to market dynamics. While petrol price was freed from government control in June 2010, diesel rates were deregulated in October 2014. Technically, oil companies have freedom to revise rates but often they have been guided by political considerations.

Rates differ by only a few paise between pumps of the three state fuel retailers. Unbranded petrol at IOC pumps in Delhi costs Rs 66.29 per litre, while the same at BPCL pumps in the city is priced at Rs 66.37 a litre. HPCL pumps sell for Rs 66.48 per litre. Unbranded diesel at IOC pumps in Delhi costs Rs 55.61, Rs 55.66 at BPCL outlets and Rs 55.69 a litre at HPCL pumps.

With daily changes, which are unlikely to more than few paise per litre, the political pressures for not revising rates particularly when they are to be hiked will go, sources said. Petrol price was last revised downward by Rs 3.77 a litre on April and diesel rates were cut by Rs 2.91. This was the first revision in two-and-half-months as oil firms did not change prices during assembly elections in five states, including Uttar Pradesh and Punjab.

Ashok said prices of petrol and diesel in a particular market (city or town) will be the same. "By and large, in a particular market it should be same. Though, there might be marginal difference from pump to pump," he said.

    India's fuel prices are never transparent. Now GST is expected to launch only tax will be increased but benefits to end users will hardly going to reach.

    Most of the oil companies by crude from Iran which is under limited sanctions trading with banks. So majority transaction with India is on 'barter system'. Other supplier is KSA which India buys fuel in bulk, again on basket of currencies.

    The International crude prices have helped PM Modi government more than 2 lakh crores in saving each year. When it comes to passing the benefit it maintains the highest value of retail price during UPA 2.

    Why there is no transparency in multiple taxes in single liter of fuel sold in Indian retail market?
    Why China is not adopted to similar fluctuation but sells lesser than India retail price?
    Why does Indians pay triple the current crude rates?
    Why only Indian oil companies show losses even though retail prices are sold at higher than the International value?

    Ambanis have already set the prices. Dont expect too much now. Its not the govt. who is deciding whether its BJP or congress . Ambanis will define . If the international prices where reflected here. Ambanis go in big loss.

    This is really a good move considering the price for gas fluctuates on daily basis at international level. It should have been introduced long back, yet it is better late than never. Whenever there is increase in gas price, the people and the opposition parties blame the government. Any government, whether it is BJP or Congress, cannot afford to sell the gas at cheaper price than its actual price. Fixing the price on daily basis will avoid such issues as the people don’t mind to pay a few Paisas more than one time increase in few Rupees. The Opposition Parties will save time from making noise and protestation.

    I am really surprised on the first of April liquor rate increased by 4.5 on all the beverages.Did any one cried or made a protest?.Here we make a big issue.In fact the rate of blenders pride in the military canteen is just rs.232 outside it has crossed 1200.Similary 100 piper it is just 486 in the CSD canteen outside it is really touching 2000.Did any any one protest.

    For liquor, Cigarettes Govt. increases its price year after year. But nobody comments nor grudges about these two or may be some other issues. without petrol we cant run our vehicles and without current we cant live. But this price increase effect if for poor people only. Others can manage. Elwin military canteen rates are much cheaper. they are lucky guys. However I liked your pin-pointing certain points.

    Which date Jossey wanys to start Satyagrah for liquor ? I want to join because Defence people are getting Blenders Pride for Rs 245 and we have to pay Rs 1050 for the same. Those who increase price of liquor drinking free at somebody else's cost.

    Good move, before that we need to reduce taxes( both State and Central on petroleum products) and bring it to the international level...

    Indian taxes on Petroleum products and alcohol is highest in the world...because big fishes are out of tax net...

    First we need to see everybody pay taxes like in the west and then reduce taxes drastically along with our defense budget...
