Bengaluru, Jul 24: MLA J R Lobo, speaking in the state assembly relating to demand placed by various government departments on Thursday July 23, explained in detail about the problems created by form No 9 and 11 introduced in the state, particularly in Dakshina Kannada, Uttara Kannada, Udupi districts and Malnad areas.

He requested the government to confine these two forms just for assessment of tax and recovery thereof in panchayats, and not to consider them for registration or any other kind of record of right, throwing light on the kind of issues faced by the common people on account of these forms in panchayat raj system.

The panchayat raj minister, in reply, assured to convene an exclusive meeting for discussing on these two forms.

The MLA, speaking about revenue department, placed before the legislators the problems faced in procuring RTCs and making changes in record of rights. He also explained about the problems which emerge relating to records created on or after May 31, 2006, and those created earlier, about making changes in right in computerized RTC. He urged the revenue department to implement a scheme of converting land easily as per CDP prepared by urban development department. He also made a pitch for doing away with the system of sanctioning by revenue officers.

Lobo took up the issue of delay and various problems faced by the people in getting certified copies of documents through Nemmadi Kendras.

He also urged to bring back the system of Dittam Jamabandi and Huzur Jamabandi which existed in the past, to improve the functioning of revenue department. He demanded for conducting of inspection of offices and tables of subordinates by higher officials. He suggested to include village accountants by training them in survey work, for speeding up survey work. He also sought creation of a system in revenue department in which revenue documents are maintained in a systematic manner.

'Bejai and Jeppu markets to open soon'

Bengaluru, Jul 23: To a question raised by MLC Ivan D’Souza in the state Legislative Council as to why the Bejai and Jeppu markets have not been yet given to public use despite the work on the project being done for the past ten years, the urban development minister Vinay Kumar Sorake said that both would be opened soon.

Sorake said, "Bejai market work is 80 % complete and 20 % work will be done by September 2015 and then it will be opened for public. The work for the Bejai market had started in 2009. The total outlay for the construction was Rs 5 crore. Rs 2.55 crore has been spent on the project in the initial four stages. With this amount, basement, lower ground floor and upper ground floor could be completed. In the fifth stage, improvement on the mentioned floors was done with an additional budget of Rs 1.40 crore grant from S F C.

"For Jeppu market, the original total budget was Rs 92.5 lacs and so far Rs 101.85 lac has been spent," he added.

"As per the place requirement, the blueprint for the project was done by a private engineer and National Fisheries Development Corporation advised and its guidance was taken on the project. The work started in 2011 and was complete in 2014. But when the minister visited the place for inspection, he realised that there should be a higher place to keep the fish for the sale, and accordingly a plan was drafted with a budget of Rs 9.35 lac. The work is complete now and will be available for public use soon," he explained.

154 passport applications rejected in DK during five months

Bengaluru, Jul 24: State home minister, K J George, gave the information that during the current year, 13,150 passport applications had been received during the first five months from January to May from Dakshina Kannada (DK) district. He added that 12,966 among them were recommended for issuance of passports, while 154 were rejected.

He gave this information in reply to a query raised by MLC Ivan D'Souza. The minister also added that 56,182 applications for passports were received between January 2014 and May 2015 in the district, and that 691 applications had been received, while the remaining 55,491 applications had been recommended for consideration.
