Kuwait: Man with Rs 10 crore in bank account held for begging


Kuwait, Jul 12 (PTI): A foreigner, having 500,000 Kuwaiti Dinar (over Rs 10 crore) in his bank account, has been arrested by Kuwait police for allegedly begging.

The non-Kuwaiti beggar was held near a mosque in capital Kuwait City and remanded in custody.

"Servicemen were patrolling the area when they saw a man standing near a mosque and begging for money, telling worshipers that he badly needed cash and that he had no home," Khaleej Times quoted security sources as saying to Kuwaiti daily Al Rai.

"He was immediately arrested as he was breaking the law and was taken to Al Ahmadi police station where an investigation found that he had a bank account in a local bank worth more than 500,000 Kuwaiti Dinar (over Rs 10 crore)," the sources added.

Kuwait, like fellow members of the Gulf Cooperation Council (GCC) — Bahrain, Oman, Qatar, Saudi Arabia and the United Arab Emirates — does not allow begging and has pledged zero-tolerance towards begging for money, particularly during the month of Ramadan when people, both locals and foreigners, have a stronger tendency to donate money and to engage in acts of charity.

In April, Kuwait deported 22 beggars, including Asians, for harassing people.

Begging has turned into a lucrative activity for several foreigners in the Gulf, media reports have said.

A spokesperson for the social affairs ministry in Saudi Arabia said that foreigners made up around 85 per cent of all the beggars while the others were Saudi citizens.

In 2012, police in Kuwait City arrested an expatriate who disguised himself as a woman to beg for money.

    Begging is disliked in Islam. Holy Quran teaches that man should try his best to earn his livelihood and should not depend upon others. At the same time it stresses the importance of charity and helping the genuinely poor people and the orphans. Paying Zakath, which is a mandatory process for Muslims in order to physically and spiritually purify their yearly earnings to help the poor. To be a true Muslim, it is compulsory that he should pay at least 2.5% of his annual savings to the deserving poor. Muslims believe that praying and giving charity during Ramadhan will be abundantly rewarded. Hence the needy people flock to the houses of rich Muslims during this month to encash on the belief. There may be some black sheep amongst the genuinely needy people who cannot be identified. The giver is not to be blamed for this, because his intention is pure. The sin squarely falls on the impostor in case he is bothered about it. There are so many needy people in our society, but they hesitate and feel embarrassed to ask for our help. It is our duty, therefore, to identify and help such people even though they do not ask for help. That, to me, is real charity.
    In the present case, the man accumulated a huge amount by deceiving people. This money doesn’t belong to him, but should go to some really deserving people. Hence he has committed a crime and should be punished. I, therefore, don’t find any fault in his being arrested by the authorities.

    Indeed it is wrong to beg when one has ten crores in the bank. However the punishment of arresting him for this act is too harsh. After all whatever the law of the land may state, according to moral Law a man like this should be sent for counseling instead of arresting him and making him a criminal.

    Dubai Police are warning the public against giving money to unauthorized fund-raisers, saying donations must be made through the proper channels. Begging to be made criminal offence in Dubai. When Government made rule, because some people made begging as hobby/business. In India everything is allowed and because of this begging GROWING MENACE IN INDIA, Painting a grim picture, more than 6.68 lakh household population in India depends on begging to earn their daily livelihood. Begging is only for the person who cannot support himself by any means.

    Dear Mr. Kamath,
    As for what we often see in the streets or in the mosques of beggars who ask people for money, they are not all truly needy people. In fact it has been proven that some of them are independent of means, and it has been proven that there are gangs to exploit those children and make them ask people for money. This does not mean that there are no cases that are truly deserving. Hence we think that the one who wants to give money to one of these people should try to use his own intuition to work out whether he is genuine or not. Whatever the case, the best option is to refer these people to the zakaah and charity committees so that they can do their job of finding out about their circumstances and follow up on them even after giving to them.

    Begging is a lucrative business now. They don't have self respect. They are misusing the holy month of Ramadhan when the faithfuls are required to help the poor. Governments should take strict actions against those beggars who are in good health and encourage them to earn their livelihood.
