Mangaluru: DC urges implementation of seat belt rule; gives deadline for installation of CCTVs

Mangaluru, Mar 17: Deputy commissioner A B Ibrahim on Tuesday March 17 urged DCP Vishnuvardhan to strictly implement the seat belt rule for four-wheel drivers in the city.

Addressing a road safety committee meeting at his office here, the DC said that as in most other places, the seat belt should be made compulsory for drivers in Mangaluru too, as not wearing seat belts amounts to violation of law.

In response, the DCP said that not wearing seat belts is a punishable offence and the police officials will impose fines in the coming days on those who do not follow this rule.

Referring to the accident that occurred at Nanthoor on November 26, 2014 wherein two students died, the DC questioned the RTO as to why there were no doors installed in buses. and pointed out that if there had been a door to the bus involved in the accident, the students' lives would have been saved.

Afzal Ahmed Khan, RTO in reply said that there is provision to install doors for buses, including city buses, and added that in Bengaluru all buses have doors. However, the president of Canara Bus Operators' Association (CBOA) Rajavarma Ballal disagreed and said that in Bengaluru private buses do not have doors, and stood firm on his point of view.

Nevertheless, the DC asked the RTO officials and the police department to look into the issue of installing doors in buses and ensure that it is implemented soon.

DC A B Ibrahim also asked the MCC officials about the installation of 31 speed breakers in the city, to which Mangalore City Corporation (MCC) commissioner Hephsiba Korlapati said that the MCC has already installed the speed breakers and but is yet to install sign boards.

Hephsiba Korlapati further said that bus stops will be constructed in 17 places in MCC limits, and that the plan would be ready within a week. The DC ordered the MCC officials to use interlocks for the construction.

On receiving complaints from the public, the DC urged the RTO officials to randomly check measures for seating arrangements in buses for ladies, the handicapped and the senior citizens. He also asked the officials to give special attention to horns used by the buses.

The DC said more meetings will be held in the coming days to find solutions to road safety concerns in the city.


Installation of CCTVs

During the meeting, DC A B Ibrahim gave one month's deadline to install CCTVs in all religious places in the district.

"CCTVs are helpful for everyone and these days a lot of crimes are happening. CCTVs will help police officers to catch the culprits in no time," the DC said.

DC Ibrahim ordered the installation of CCTVs in important places like KSRTC bus stand, malls, theatres, government offices, MESCOM counters, bars and restaurants, schools and colleges, courts, petrol bunks, all the markets and specially temples, mosques and churches within a month.

DCP Santhosh Babu said, "CCTVs should be installed to stop untoward incidents. Cameras should also be installed in buses. Passengers should feel safe to travel in buses and each and every blind spot in the KSRTC bus stand should be covered. There are cameras of high as well as low qualities, and it is better to install 1080p cameras for better resolution."

The DCP also promised that he would come help out in installing of cameras if required. "A minimum of 4-5 cameras should be installed at religious places and one camera should be facing the road," he urged.

Assistant DC Sadashiva Prabhu, assistant MCC commissioner Kantharaj and others were also present on the occasion.

    Tremendous work done by manufacturers of surveillance cameras. How much business they can garner within next few weeks with zero marketing activities!!! Nothing move in this country without exceptionally benefiting anybody and everybody, but the common-man!!!

    this is the rule and rule for all.
    and online receipt( like ticket machine) must be given to those who violate the law bcos we do not believe in these fake receipt book/challens

    Its a good move by the DC.
    He should also direct the Authorities to check all Buses N Trucks which have no Number plates/Brake and Indicator lights in working condition.
    He must crackdown on Two wheelers who have removed the Side view mirrors and dangerously Zig Zag their way thro .
    last but not the Least ensure that Potholes/Craters are filled up to make driving Safer.9pls fill up the crater near the Kulur Bridge as it creates traffic Jams daily ..
    Please remove the Hundreds of Banners/Buntings hanging on the Road Medians.
    Pls do not allow anyone ,irrespective of Religion ,to dig the Road and put Bamboo Poles for Flags,buntings and other Decorations ...these are laer not Filled up and become Potholes...

    Please ensure to restrict the speed limit within city limit by putting the sign boards and imposing the penalty on the riders. To paint all the existing speed breakers,also to install new ones on need basis. Maintaining the storm water drains, foot-paths,also setting right the existing bad roads before monsoon will be the good move.

    let dc / concerned officer cross check with other states what rule they are following. Wearing seat belt and helmet is applicable once rider touches the national highway. within the city limit it should be optional and leave it to the public to decide whether to wear or not. About the installation of cctv it's good move.

    We no need private Buses if they were not install doors. Let Govt run KSRTC Buses in twin districts. Seatbelt for 4 wheelers and compulsory helmet for 2 wheelers.

    We already saw uselessness of CCTV in recent omni hit-n-run case. seat belts not needed within city limits as speed is slow. More traffic policemen to move traffic and stop errant drivers needed.

    This is a great move. I am sure with the implementation of wearing seat beat, we can expect lesser accidents. However, need to have a good control and heavy spot fines should be given to the offenders. Mainly to the private bus drivers who do not care about others life.

    It is good to see that nothing escapes the attention of Mr. Ibrahim the present D.C. of D.K. It is indeed a good decision on his part to insist on seat belts with regard to four wheelers. However this rule should be made applicable and mandatory to the passengers on on the front seats. viz the driver and additional passenger. This is how it is implemented in other parts of the world where I have had the experience of noticing this regulation. In U.S.A. offenders in this respect are fined $150/- amounting to over Rs.8,000/-

    Kudos to Mr. Ibrahim for ensuring the safety of of the people in D.K.

    Kind Attn:Do you have safety in mind? well first start constructing the Nantoor flyover.No money for work? Well there are thousands of sponsors ready to give for good cause including me for this overhead bridge!Seat belts? in this city? First make sure there is a footpath for people.look at Bendore near St Theresa school.No foot path.New road near Jyothi talkis ? no footpath and many others too.For RTO and traffic police,teach people the lane discipline and let trucks keep single lane and no overtaking.Its scary on the highway as these trucks without warning take over the roads.Punish such drivers,keep police on the highway and keep punishing the dirty drivers,all will learn lessons and news of the safety will spread awareness among all.look at the school vans,they are filled beyond limit.who cares? Helmets?these days young people protect the elbow by hanging it on the road and wear it before they reach city or see a police officer!Enough politics Friends,now start something that can change the lives of our people.Let us wait and watch.

    We respect you,

    A CCTV footage of the attacker of a women in ATM in Bangalore was shown all over India and the world. However the attacker is still at large and not caught so far.

    Kindly clarify supposedly the attacker:

    Comes in Masked face.
    Miscreant.
    Drinker.
    Robber.

    It is not I am saying the report from the law enforcement says so.

    What is the use of CCTV's???!!!

    Moreover power consumption exceeds.
    Government has less power. (electric Power)
