The Muslim leader termed Mumbai blasts as Maharashtra government's failure to take preventive action. "Why there were immediate arrests after the blast.. The arrests should have been before the incident could occur," he questioned.

AIMC's executive member Muchhala denied that Mumbai blasts could not Gujarat reaction. "We don't believe in action and reaction. It's Narendra Modi, who believes in it," he shot back.

"You can't kill innocent people just because you are avenging something. It is not permissible in Islam. A terrorist is a terrorist. Whatever happened in Mumbai was a terrorist act," Muchhala said.
