Bangalore, May 22: With the commencement of the transfer season of its lakhs of employees, the State Government has come out with comprehensive guidelines to complete the entire process of general transfers of its employees by June 10.
The guidelines issued by the Department of Personnel and Administrative Reforms (DPAR) directed heads of the departments to complete transfer of `A’ and `B’ cadre employees (IAS, IPS, secretaries, chief engineers etc) from the posts if they have completed one year.
In case of Group C and D employees, they will be transferred if they have completed two and seven years of postings respectively.
The guidelines also said held that transfers would be done only in the case of necessity and in a limited manner.
However, the guidelines have directed heads of departments to give postings to couple-officials or teachers at the same place.
Heads of the departments or ministers have no power to issue transfer orders beyond June 10, as per the guidelines.
Employees seeking transfers after June 10 require special permission and approval from the Chief Minister.
The Congress government has issued new transfer policy last year.
A State Cabinet meeting chaired by Chief Minister Siddaramaiah last week discussed various issues pertained to general transfers.
Govt urged to allot sites to Beedi workers
Meanwhile, representatives of beedi workers have urged the State Government to acquire lands for allotment of sites for construction of houses for beedi workers in urban areas.
Minister of State for Labour P T Parameshwara Naik and Minister for Information and Publicity and Infrastructure Roshan Baig held a meeting with representatives of beedi workers and discussed their various problems including housing, higher wages and dearness allowance, health insurance.
There are more than 10 lakh beedi workers in the State.
With the rise in land prices and non-availability of lands in urban areas, representatives urged Ministers to empower deputy commissioners to acquire lands for construction of houses for beedi workers.
Under the housing scheme of the Rajiv Gandhi Housing Corporation, beneficiaries are eligible to seek Rs 1.20 lakh subsidy for construction of each house.
But a majority of beedi workers have not been able to construct houses due to non-availability of sites at affordable prices, representatives told Ministers.
They also demanded pension of Rs 1000 per month for beedi workers who have spent more than 20 years in rolling beedies.
Naik and Baig said Chief Minister Siddaramaiah would be urged to constitute a cabinet sub-committee to study problems of beedi workers in various districts.
The Cabinet panel comprised ministers of Housing, Revenue, Rural Development and Panchayat Raj and Infrastructure.
