Govt move to privatise 6 airports: AAI employees begin strike


New Delhi, Oct 22 (PTI): Thousands of employees of Airports Authority of India (AAI) today started a relay hunger strike across the country to protest against the government's move to privatise six airports.

The employees associated with various unions of AAI have formed a joint forum and started the three-day-long strike in front of the Civil Aviation Ministry at Rajiv Gandhi Bhawan here and at AAI offices across the country.

"We are protesting against the Civil Aviation Ministry's move to privatise six airports of Chennai, Kolkata, Guwahati, Jaipur, Ahmedabad and Lucknow. These were being after the AAI invested crores into modernisation of these airports," said B S Ahlawat, General Secretary of Airports Authority Employees' Union, which is leading the agitation.

The government in early September had decided to allow private parties to pick up 100 per cent equity stake in operation and management of the six airports through the public-private partnership (PPP) mode.

The successful bidder is supposed to enter into partnership with the state-run airport operator AAI on a 30-year lease to operate, manage and develop facilities at these airports. The scope of the project includes the entire airport, including the airside and city side facilities.

Ahlawat said Civil Aviation Ministry's move is unwarranted as employees at the Delhi and Mumbai airports are still to be deployed after both the airports were privatised.

"And the government is again trying to destabilise the employees of these six airports," he said, adding "if they fail to listen to us, then we would be forced to intensify our action by going on strike or gherao of AAI officials."

These six airports have already been modernised by state- run AAI at a high cost to the exchequer. The modernisation of Kolkata and Chennai airports alone has cost the AAI Rs 2,325 crore and Rs 2,015 crore respectively.

The government's move has come under severe criticism from several quarters, including airlines and their global representative body, International Air Transport Association, primarily on the grounds that it would lead to massive hike in airport costs and charges.

Ahlawat said AAI took up the project based on the government's assurance that Chennai and Kolkata terminal won't be privatised and would be managed by AAI.

Chennai and Kolkata are the only two metro airports that are being run by the AAI and has been a major revenue earner.

    It is natural that anything that is run by Govt will face resistance when it tries to privatize the same. Instead of privatizing the existing Airports all of a sudden, the Govt should identify new airport locations in various states and give them to private people to develop and manage from the beginning. The existing airports be allowed to have private participation part by part, little by little so that there will be smooth transition one day. This will make impact of privatization minimum and unnoticed by the vested interests like trade unions. These unions have to be tackled tactically. They have been a big hindrance to developments in the form of strikes, protests etc.

    I wonder whether the crores invested by AAI into modernisation of these airports are from the coffers of the Airports Authority Employees' Union as is being portrayed by B S Ahlawat, General Secretary.

    We hope and pray that services provided by the private operator will excel.

    And actually, the Government should go a step further and privatise AIR INDIA as well. We are all fed up of hearing the 'Complimentary Bar Service' announced by the Captian and his crew knowing full well that Air India provides us with mediocre service which are not commensurate with the fares they charge us.

    And by the way, while on the subject of AIR INDIA I wonder why we Southerners are paying such hefty fares for flying on rundown aircrafts while the Northerners fly the latest aircrafts for the best fares.

    Dear Concerned
    Before privatizing the airport, try to privatize loss making Air India, its shame India being a big country we do not have a Proper airline. Taking money from foreign airlines and giving all flying licensed to them. we have more than 10 international airport ( I think 5 itself in Kerala !!!) and our won airline Great Maharajah (Air India) making losses and other gulf carriers are minting money by giving exceptional services.

    There are two consequences of privatization. Best one is Private Airport Operator will provide best services to passengers. But the worst part is, current employees will suffer lot since Private Airport Operator has only one motive to make profit. To increase their Profit figure they may go to any extent even exploiting their own employees too. More over we have seen in other Private Airports in India that, they always outsource their particular task to third party whereby avoiding permanent recruitment in their Company name. Moreover, in the name of Privatization, they should not increase the Airport Tax to passengers

    It is a trick by the Government. They will privatise these Airports but they will interfere with the day to day operations of the airport. And Don't forget the Indian Air Space is controlled by the Government.

    Most of the Govt staff is lethargic.Best thing to privatise every thing so the employees will learn to work hard.Today Mumbai airport one of the best in the country.Earlier it was shabby and toilets used to stink.Govt should privatise all airport immediately and not to cow down to these unions.Govt employees need to learn punctuality.
