BJP blocks Sonia's food bill, three states roll it out


New Delhi, Aug 20 (IANS): Congress chief Sonia Gandhi's pet welfare measure, the food security programme was Monday launched in three party ruled northern states - Delhi, Haryana and Uttarakhand - even as the bill could not be taken up in parliament with the BJP disrupting the proceedings on its demands regarding alleged irregularity in coal block allocations.

The government's hopes to pass the bill in the lower house Aug 20, the birth anniversary of former prime minister Rajiv Gandhi, were belied as the Congress managers failed to gauge the opposition strategy.

However, Sonia Gandhi, while launching the rights-based ambitious food scheme in Delhi, described it as "unparalleled in the world". Delhi is among the first states to roll out the programme after the government got the president to approve an ordinance in June.

"We decided to formulate food security bill so that the poor do not remain hungry, their children do not sleep hungry and they do not suffer malnutrition," Sonia Gandhi said at Talkatora Stadium here.

"The guarantee of food provided by food security scheme on such a large scale is unparalleled in the world," she said in her speech beamed live by TV channels.

She gave away food security ration cards to women beneficiaries along with a 5 kg packet of rice.

Speaking at the function, Food Minister K.V. Thomas accused the Bharatiya Janata Party (BJP) of delaying the passage of food security bill in parliament.

The BJP did not let the Lok Sabha function over its demand for the prime minister's statement on missing files related to controversial coal block allocations.

The party was dissatisfied over the statement of Coal Minister Sriprakash Jaiswal made in the Rajya Sabha over the missing files on an issue that was being probed by the Central Bureau of Investigation (CBI) for alleged irregularities.

Though the BJP did not say it was opposed to the bill, party spokesperson Prakash Javadekar said they will not give up the demand for the prime minister's statement on the "missing files".

The "missing files" pertain to decisions taken at various levels in the coal allocations where the opposition alleges large-scale corruption at ministerial levels.

Congress managers hope the bill will be passed in the current parliament session, saying there still were three working days left in the week and four in the next.

"We will be trying our level best to get the food bill passed. We are talking to everybody (all political parties)," Minister of State for Parliamentary Affairs Rajeev Shukla told reporters.

Congress managers said if the opposition deliberately blocks the food bill, they will go directly to the people and explain things to them as to who had opposed this legislation.

Bahujan Samaj Party (BSP) has said it will support the bill and the Samajwadi Party has given conditional support, saying that its amendments should be accepted.

BSP supremo Mayawati said: "We support the bill as it is for the poor, but we want certain changes for which we will move amendments."

The Food Security Bill - seen as both a major welfare as well as populist move designed to swing votes for a beleaguered Congress in upcoming elections - aims to provide subsidised foodgrain at prices much below the market rate to around 67 percent of India's 1.2 billion people. The bill is expected to benefit about 800 million people.

The party is hoping that the bill, which was a part of the Congress manifesto for the 2009 polls, will bring electoral benefits just as the rural job plan, the Mahatma Gandhi National Rural Employment Guarantee Scheme, is credited with swinging the party's victory in the 2009 polls.

The bill will cost the government around Rs.124,723 crore, the Congress has said.

The bill was first introduced in parliament in December 2011. It remained with a standing committee for a year, before it was taken to the Lok Sabha for consideration and passing in the budget session that ended May 8.

In the national capital, the bill will provide benefits to 3.2 million people in the first phase and later cover 4.1 million people. It will come into effect Sep 1 in Delhi  and the beneficiaries will be get a fixed amount of foodgrain at Rs.3 a kg for rice and Rs.2 a kg for wheat.

Haryana Chief Minister Bhupinder Singh Hooda and Uttarakhand Chief Minister Vijay Bahuguna launched the food security programme in their states. More Congress ruled states are slated to launch the programme in the coming days.

    If I have to believe the food bill will eradicate poverty & malnutrition, show me any one such scheme since the days of independence which has fulfilled its purpose. How can I believe this? Rupee is slipping down, economy dipping fast...can we afford this bill now? Especially when we are damn sure that it wont help the country to develop (same like all other schemes). Anything of this sort will result in more corruption, more scam. This is just to attract votes of poor. Shift from minority vote banking to poor vote banking bcse Madam knows that will work with 90% fools around.

    Modi never been against Food Security Bill but he asked several questions to Maun Singh, some of them are listed below:
    • 80 Crores people covered under this mega scheme - he asked to fix the criteria to determine who are food insecure.
    • Under present BPL 35 KG per average family of 5 members, but under Food Security Bill 25 KG per average family of 5 members, why reduction?
    • Under Food Security Bill price mechanism each family have to spend additional Rs. 85/- per month from current BPL scheme, why?
    • Under Food Security Bill on 20% of the daily calories are met, then how you eradicate malnutrition and assure food security?
    • Planning Commission told only 22% were BPL then why 80% were included under Food Security Bill.
    • Why onus on State Govt. to arrange food if food scarcity arises due to natural calamities or any other reason. Why can’t center take the responsibility when Import and Export remain in the domain of Central Govt.

    Food Security Bill does not include "Onion Security " Clause.
    Hence BJP Opposed it.
    All MPs of all parties together defeated RTI act. Now they want RTO Act , which means - Right to Onion Act.

    food bill might feed handfull of poor... but who is gonna bear 1.2 lakh crores expense??? congress is not spending from their pockets. ultimately middle class people will suffer the most because of price hike for daily needs.

    This is just vote bank politics of congress... they want poor to remain poor forever... giving food is not the solution, instead provide education n employment for d poor so that they can earn a living.

    What an idea from the Italian born Indian - Out of the 3 states that have rolled out the scheme, Delhi and Haryana are going for elections in less than 2 months. With regards to uttarakhand, the current government has drawn flak from all quarters with regards to the handling of the recent flood crisis. So that's why they have started the scheme there.

    I am surprised that why not Sonia start the scheme in Rajasthan, which is also going for elections shortly. IS THERE SOME GAME HERE?????? I expect Manish Tiwari and Abhishek Manu singhvie to justify these actions on national TV later today.

    How come someone blame BJP or other parties for food bill block and it is not Sonia's food bill it is India's food bill (the money will be paid from our tax and not from Sonia's personnel account). First of all Congress should find the missing files of Coal Gate (one of the biggest corruption)than blame others.

    Dear Brothers & Sisters first check waht is Food Security Bill this bill will push India toward malnutrition the below poverty line families which can get 35 kg of foodgrains at present, would henceforth can get only 25 kg under the proposed Bill.PM's policy makers are not aware of commoners plight, nor are they aware of their living conditions that is why people ( MP's) from Congress government announce that we can get a meal for Rs 5 or Rs 12,....& Rs 1" Prime Minister,is an economist and the earlier he should understand the economics of a poor man's meals this bill will not even offer half of the calories required by a below poverty line family. So how will the country improve and how will food security be achieved.... just ask PM , he will not have any answer.......he will say SHUT UP or else we will send CBI or other agencies behind you.

    It's a welcome move for the common man/people of these three states. Congress should not be in a hurry to implement this decision at all.

    If at all they have done it for the "Memory" of the Birth Anniversary of former Prime Minister Mr. Rajiv Gandhi then it's a differnet issue.

    The "BJP" has no business other than disrupting the parliament for some or the other reason in the last couple of years.

    There are some serious issues to be discussed and debated but disrupting and allowing no business to carry out is not tolerated.

    Some of the crucial bills have been stalled back by the opposition and the FDI has been dried up. Do we need any more answers for our deteriorating Indian Economy!!!

    If you see the past records may be the last five years, we have experienced the maximum disruptions in parliament. I guess the ruling party may go for early polls.

I think this regular disruption of parliament by the BJP to prevent the Congress from passing any bills which might help the Congress electorally is the BJP's ploy to put pressure on the Congress to call for early elections.     It would be good if the benefits really reach to the deserving population and is not sabotaged by the powers that be. Like mid-day-meal scheme it looks doubtful that BPL personnel will reap the harvest. Nevertheless good luck to the movers of the bill.
