Bangalore, Aug 8: The State Cabinet is believed to have decided to constitute a sub-committee to study the issue of granting title deeds to cultivable government lands located outskirts of Bangalore City and other urban local bodies.
It is learnt that the State Cabinet, which met on Thursday with Chief Minister Siddaramaiah in the chair, decided to form the Cabinet sub-committee on the suggestion of Law and Parliamentary Affairs Minister T B Jayachandra.
Many people have been cultivating lands belonged to the Government and they are located outside the limits of the BBMP and ULBs since the last several years.
As per the rule, government lands located outside the 18 km radius of Bangalore City and five km radius in other urban local bodies would be regularised by issuing title deeds to farmers.
There are genuine land cultivators as well as bogus land owners. The panel would study the suggestions given by the Karnataka High Court and Supreme Court on the issue and come out with a policy.
The came up before the High Court of Karnataka and the court questioned the yardstick adopted by the Government for regualrising the land being cultivated by farmers and other people.
In the absence of the policy, the government was unable to regularise that land. There was no provision to pay ex-gratia to the existing land holders The State Cabinet also decided to constitute a Cabinet Sub-Committee to formulate a policy on agricultural marketing.
The proposed policy aims at bringing reforms in functioning of agricultural produce marketing committees (APMCs) such as transparency, issuance of trade licences and making available information rates on commodities through internet.
Already, the Centre has formulated the policy in this direction. Based on the Centre’s policy, the Government would frame the State policy.
The Cabinet also gave its approval to Karnataka State Sugarcane Regulation, Supplying and Purchase Bill, which was passed in the Belgaum session.
It has also decided to granting 1.02 acres of land to build a Bhagiratha Community Hall in T Narasipur.
