PM admits bad times; growth less than 6.5 pc


New Delhi, Jul 20 (DHNS): Admitting that “things are going bad,” Prime Minister Manmohan Singh told India Inc on Friday that growth will be less than the targeted 6.5 per cent, but promised that the government would “leave no stone unturned” to revive the sagging economy.

Singh’s address at the 92nd annual general meeting of Assocham in the Capital was in many ways an acknowledgement of the people’s plight due to the poor fiscal health.
Singh, however, took on his political adversaries, accusing them of restricting their focus on “the experience of one bad year,” which, the prime minister said, “makes for good television” but presents a “very distorted picture.”

“I would not like to make a forecast of what our growth will be in the year 2013-14. The IMF has recently reduced its earlier projection of growth rates for all countries including India for 2013. We had targeted 6.5 per cent growth when the Budget was presented. But it looks as if it will be lower than that. Industrial growth has not yet recovered. However, I am happy to say that agriculture looks well set to show a good performance,” Singh stated.

He also presented facts and figures to counter charges that policy paralysis has stymied the growth.

Singh reiterated that external factors are having a “dumbing down impact” on the economy. He said much of the volatility in the foreign exchange market “was due to global markets reacting to the likelihood of a withdrawal of Quantitative Easing III by the US Federal Reserve Bank.”

Perhaps eyeing the ensuing Assembly and Lok Sabha elections, the prime minister stressed that the UPA “has a record which any government would be proud of.”

He cited steps taken by the government and new initiatives in line to offset criticisms that the economist prime minister has lost his touch to stitch the economy back to shape. Measures for bringing current account deficit under control, correcting price of petroleum and removing constraints to bolster export of ores are some of the efforts, he pointed out.

Realising that there was no quick-fix way to address the problem, Singh said: “I must emphasise that it is not the exact growth number for 2013-14 that matters. What is important is that the economy should turn around from five per cent last year.”

“There is a very good chance that we can achieve that with good agricultural performance and the effect of various actions we are taking on infrastructure. Thereafter, we will try to accelerate to higher grounds in 2014-15.”  Singh also compared the economic parameters of the two UPA terms with the NDA regime.

The BJP launched a counter-offensive on Singh’s claim that the UPA fared better than the NDA. BJP leader Yashwant Sinha said Singh was being “intellectually dishonest” by comparing the growth during the UPA and the NDA regimes.

“The prime minister is being less than intellectually honest when he is comparing the NDA to the UPA. It is the usual trick of intellectual dishonesty to dress up facts and figures. So, he is not talking of five per cent growth but of an average of eight years,” Sinha said.

    Hats off to PM Manmohan Singhji. Atleast he had the guts and courtesy to stand up in front of the country and accept that times are bad.

    Unlike someone who gulps a glass of water and runs away from the interview or ask the cameraman to stop the recording when questions are posed to him about Gujarat carnage/genocide.

    Simple question to you Rubeena,

    A CM (Chief Minister) who could not control riots in his own state, who refuses to acknowledge what happened in Gujarat for whole 3 days...what would he do- if and if he becomes the PM and if such riots occur anywhere in India?

    Give a free hand to the rioters to kill?
    Strictly advise the police not to take action?
    Refuse to acknowledge and say he was unaware or we did the 'right thing'
    or gulp a glass of water?

    A CM could not control his state and you talk about Manmohan Singh's failures in terms of GDP.

    In your comment you said 'No riot happened in Gujarat after 2002' - which means to avoid riots or communal clashes in future - allow killing of thousands of innocents from Minorities or do a mass genocide?

    They don't compare Gujarat riots with economics. The gujarat riots were reaction to certain actions by certain community. The state govt that time had his own reason to give a free hand to the rioters especially to create the sense of fear among certain community. Modi's action yields the good result and thereafter Gujarat remain peaceful compare to other state. Those who died become martyrs for the country irrespective of gtheir religion. One thing is to sure that without the organization like shiv sena, RSS, VHP,Bajrangdal by this time half of the India would have islamised. Congress is very soft toward muslim for the vote bank and they take advantage.
    India need aggressive leader like Modi to protect the interest of India. Only power respect power.

    First of all there is no justification for killing and violent criminal behaviour in society be it by anyone or for any cause.
    It is shocking that you are justifying the Gujarat riots of 2002 and the killing of the minorities there.
    One crime can never justify another.
    Violence only begets violence. Do you think there is genuine peace there in Gujarat now ? Do you think people will live there permanently in fear ? Going by your same logic do you not think that somewhere, somehow, sometime there will be retaliatory action ?
    Violence begets violence and that way the cycle of violence never stops.
    Dont you remember Operation Blue star that too by the Indian army to crush the Sikh terrorists hiding there ?
    What happened after that ? The Sikh bodyguards of PM Indira Gandhi murdered her, right ?
    Similarly I can cite many cases in history where violence only got violence in return.

    This the reason why india ia back among BRCI countries now

    Let us not pose like economists ! However its commonsense that Inflation is governments way of stealing its peoples money.when there is high inflation you know something is wrong! no rocket science. Government has overspent mindlessly . Fiscal deficit has been up to 5.5%.
    And Debt to GDP can be high for a growing economy the question is whether debt is used for infrastructure development or for bribing people with one rupee rice like schemes for votes.

    Agree with you Jossey.I read a lot of comments here on this topic and felt like laughing.

    There are few comments here as if they are top notch economists and reformists(neither am I). They think improving the GDP,purchase parity, current account deficit,attracting investments,controlling inflation etc are simple things as if Manmohan Singh is holding a Magic wand in his hand.

    A week back I read a comment on Daiji-"if Modi becomes PM the GDP will be more than 10-12%"

    I just had a gaffe.How I wished to comment that GDP is not Modi's or anybody's television channel that can be controlled by press of a remote button. Just wanted to inform this guy that GDP is also never stagnant at 10 or 11% because it has lot of dependencies,even with countries with highest/best GDP

    GDP depends on lot of factors to start from Interest Rates, Consumer confidence, banking sector, exims and political factors and lot lot of other factors.

    Just a day back Detroit City filed for Bankruptcy. So the after effects and shocks of the recession are still being felt.

    This is a piece of info I was reading from today's news(Guardian.co.UK)

    "Recent reports that Ireland entered a new recession in early 2013 would also read differently if American criteria were applied. Irish GDP since 2009 has not yet recovered more than half of the ground lost between the peak of late-2007 and the bottom two years later. Following US methods, Ireland would not be judged to have escaped the initial recession. As it is, one mini-recovery after another has been heralded, only to give way to "double dips".

    Similarly,it was recently reported that Finland had entered its third recession since the global financial crisis. But the second one would be better described as a continuation of the first.
    Italy, judged according to US standards, has been mired in a five-year recession"

    So we in India are much better compared to few European countries

    The amount seized by IT officials in Mumbai raid a week back was around 2500 crore..which was destined to Gujarat.

    Tell me which Government will go through the legal hassles to bring back this 9000 crores when more than that is stashed here in the country itself?

    PM MM signh really missed his opportunity. He got chance of being 10 years as a PM. If we consider first 5 years for their policy implementation time, then next 5 years should be the result of the policy implemented in earlier years. But policy implemented by UPA1 is not at all benefited in UPA 2 and growth level has started sinking. Now he is only accepting UPA 1 was better than UPA 2. This may be the result of earlier government policy which resulted during UAP 1. And now he is arguing that “one bad year”. But it is not one bad year… this failure of policy implemented in earlier year.

    Such a baseless so-so observation could only be expected from a economist cum worst administrator like Manmohan!!Because he is neither Adam Smith nor Paul Samuelson who could show a proper direction to his fellow citizens or to the policy makers of India except involving in various corruptions. Only volatility in foreign exchange market couldn't be a sole reason of such monetary inflation and economic disaster.He is not an ordinary citizen like me.He has to give rational and analytical reasons in support of his conclusion.why they are not publicly admitting that the mammoth financial corruptions are one of the imp. reasons of distrust of potential investors in India.Why Kaushik Basu(PM's chief economic adviser) keeps silent and lenient like a mute spectator or he works like a faithful d*G of World bank to destroy the economies of developing nations.
