Udupi, Nov 30: Minister for women and child development and Udupi district in-charge, Laxmi Hebbalkar, clarified that the encounter of naxal Vikram Gowda was not fake and urged the public not to question its legitimacy.
Speaking at the Udupi district home office on Saturday, the minister stated that there was no need for a judicial inquiry into the incident. However, she added that discussions would be held with the chief minister and home minister if necessary.

The minister explained that Vikram Gowda was involved in several criminal cases and that the government is determined to curb naxal activities. The encounter occurred during combing operations, where Vikram Gowda, armed at the time, fired at the police. The counterattack was essential to protect the lives of the officers, she said.
Hebbalkar emphasized that both the state and central governments are committed to eradicating naxalism. While debates and criticisms are inevitable, she asserted that the government acted within the legal framework and assured readiness to provide further clarification if needed.
Regarding internal conflicts in Congress, Hebbalkar dismissed such claims, stating that it is the opposition BJP that is grappling with internal issues, as highlighted frequently by the media. She pointed to recent by-election results as evidence of Congress's unity.
Responding to allegations of budget cuts for the disabled and senior citizens department, the minister affirmed that her department manages a budget exceeding Rs 32,000 crore and assured that no cuts would be made to allocations for women, children, or differently-abled individuals.
Addressing the death of a pregnant woman at Ballari Government Hospital, Hebbalkar mentioned that a meeting chaired by the chief minister was scheduled for 4 PM. She and Health Minister Dinesh Gundu Rao were in contact with the Ballari district administration. She clarified that not visiting Ballari does not mean the issue is being taken lightly. The government is taking full responsibility, and immediate action will be taken against the culprits, she assured.
On the topic of cabinet expansion, Hebbalkar dismissed it as media speculation and suggested that the media verify such claims. She noted that any internal disputes within the opposition only benefit the ruling party.
Highlighting the state’s Anganwadi programme, Hebbalkar praised its 50-year history, with over 70,000 Anganwadis serving 3.5 million children. She warned that strict action would be taken against the distribution of substandard rice or food in these centers.
