All states must implement one-nation, one ration card scheme by July 31: Supreme Court


New Delhi, Jun 29 (IANS): The Supreme Court (SC) on Tuesday said all state governments must implement one-nation, one ration card scheme by July 31.

A bench headed by Justice Ashok Bhushan passed a slew of directions to the Centre and state governments for the benefit of the migrant workers. The top court directed all state governments to implement one-nation, one ration card scheme, which allows migrant workers to avail ration benefits from any part of the country, by July 31.

The top court directed the Centre to develop a national portal in consultation with NIC to register unorganized and migrant workers by July 31. The top court directed the state governments to frame schemes for distribution of food grains to those who don't have ration cards and asked the Centre to allocate food grains as per the demands of the state governments.

The top court directed the distribution of dry ration and community kitchen, providing succour to the needy, to continue amid the coronavirus pandemic.

The top court order came on an application by activists Harsh Mander, Anjali Bhardwaj and Jagdeep Chhokar, through advocate Prashant Bhushan, seeking directions to ensure that migrant workers are not deprived of ration and food security, and they should also be able to travel back to their homes at nominal cost. The application was filed in the suo motu case initiated by the top court last year to address migrant labourer crisis during the national lockdown.

During the hearing, the top court said, its main concern is that benefits which are meant for migrant workers must reach them and stressed the process of their registration is woefully slow. The top court said the Centre and state governments must expedite registration of migrant workers and also those working in the unorganised sectors.

On June 11, the top court while reserving the judgment in the matter had asked the West Bengal government to immediately implement one nation one ration card scheme.

    Because of the deadly Pandemic prevailing in the Country, Ian jobless since 21st March 2021 and I have to feed a Family of five - Father-in-law (87 years old), Self, Spouse, Son and Daughter. All my savings have exhausted. Besides the same my Father-,in-law is suffering from Dimentia and high Blood Pressure. Myself suffering from Asthma, Depression, high Uric Acid problem, High Blood Pressure and Diabetes for the last ten years. Please help me and my family.

    Without Court's involvement government does not know how to function smoothly and make availability of facilities all common citizens, Government is only worrier about Ambani and Adani, Mehul Chokshi, Lalit Modi, Nirav Modi etc.

    One nation one ration card is the resultant benefit of lockdown, after suffering undue hardships by labourers and daily wage earners. Thanks to the efforts of activists Harsh Mander, Anjali Bhardwaj and Jagdeep Chhokar in taking the matter to the SC.

    First of all, an Indian national cannot be addressed as a migrant worker if he or she Works in any Indian State. Technically, a migrant worker means an Indian working in a foreign country. An Indian national does not even possess a Nationality ID, therefore anyone speaking Punjabi or Bengali could easily pass off as Indian even though one might be. Pakistani or Bangladeshi national. Secondly, a PDS card does not provide enough food as the maths is all wrong coming from some very illogical authority personnel, and moreover, most of The time either sugar is available but not Rice or sugar is available but not Wheat And so forth. Plus the quality of food grains is appalling irrespective of it’s price. In India there is nothing called One nation One System. Each Politician in each Indian state operate as they own the State and it’s governance. Politicians are more divided in their everyday bickering rather than focusing on what they are appointed for and what they are being paid for.

    Along with the above facility the present PDS doesn't work smoothly due to out of date servers govt is using like all other online services which are so slow and down most of the time causing undue delays which forces people to wait for too long and requiring multiple visits to get their share. Yeah bring more foodgrains to be delivered to APL card holders who pay more to get any single type grain unlike BPL card holders who get them free.

    Distributing food grains only to those who are holding BPL card is discriminative. APL card holders get very minimum supply i.e. just raw rice. That was earlier 5 Kgs per person per month, that got reduced to 10 Kgs per card per month and then 5Kgs but at present just 3Kgs per card is issued, irrelevant to number of members on a card. Please let APL card holders too avail food grains because not all are Ambani/Adani like affluent citizens.

    Beautiful comment by you dear Deshbhakt.....accurate....i too feel the same ...its discrimination....There are so many APL card holders, who were doing good some years before....but now they are reached even below BPL. Hence, Issuing cards like APL, BPL is not appropriate based on the construction.
