Bangalore, May 14: Transfers of all State Government employees, expect police personnel and teachers during the current year of 2010-11, will have to be within 3 per cent of the total workforce in each department.
Under the State Government’s transfer policy, it is stipulated that employees would be transferred in April and May every year. However, to bring in some changes in the policy, the Government issued the order to make some modifications to the existing Transfer Policy and guidelines.
The Government Order issued by the B S Yeddyurappa regime on Thursday, stated that the limiting of 3 per cent of transfers would not be applicable police come under the Police Establishment
Board and teachers come under the Karnataka State Civil Services (Teachers Transfers Regulation) Act.
But, the Group C and D employees would be transferred by the Cadre Management Authority. The Group A and B employees would be transferred by the Minister concerned based on the recommendation of the Cadre Management Authority, the order said.
Based on the recommendations of the Cadre Management Authorities, employees or officials would be transferred from May 18 to June 15, 2010.
Transfers beyond June 15 would be made only with the prior permission of the Chief Minister, according to the Government Order.
The government employees, except teachers and police personnel, would be transferred on following circumstances: filling vacancies in the interest of the administration, husband-wife cases, mutual transfers, transfers sought by employees suffering from diseases, transfers on public complaints, promotion-based transfers, transfers of employees on demand prior to two years of retirement, and transfers based on the administrative requirements, the order said.
