Mangaluru, Jun 3: To ease up the commute for people having to travel between Dakshina Kannada (DK) and Kasargod, deputy commissioner (DC) Sindhu B Rupesh has issued standard operating procedures (SOP) for daily commuters between the district and Kasargod.
Following the nationwide lockdown imposed in late March, sealing of the state border at Kasargod caused inconvenience and affected people from both the sides mostly those with health conditions seeking treatment, which also led to a minor inter-state dispute. Later, with the intervention from the Supreme Court, orders were passed to lift the sealed border. The decisions were said to be taken keeping in view to control coronavirus cases in the district.

Under the recent relaxations given by the Centre, interstate movement is allowed. However, to keep in check peoples' movement between the two districts, the Dakshina Kannada deputy commissioner has issued the following procedures to be compulsorily followed for daily commuters until further notice.
The procedures are as follows:
1. The daily passes shall be issued only for working professionals/students who require to commute for work purpose on a daily basis. This includes medical and other professionals, government officials and students only.
2. People who wish to travel to Dakshina Kannada district from Kasargod district of Kerala state for above purposes need to register on https://bit.ly/dkdpermit for availing a daily pass. For people travelling to Kasargod from DK for such purposes, the passes issued by Kasargod district administration shall be presented at Talapady checkpost.
3. The pass application shall clearly mention Origin and Destination locations, the complete work address at DK. The applicant shall upload Aadhar, proof of workplace (clinic registration, letter of an employer, work/student ID)
4. On receipt of such online applications, the assistant commissioner Mangaluru sub-division, Mangaluru will issue the pass which will be valid till 30.06.2020 unless it is revoked due to misuse or misrepresentation.
5. The pass details shall be recorded at Talapady checkpost where the persons travelling with this pass shall enter their details, entry and exit time daily. Any person who fails to report during exit from DK will be subjected to quarantine by the taluk administration and penal action will be initiated as per the Epidemics Act.
6. Thermal screening of all persons entering DK on daily passes will be conducted at Talapady checkpost and only those who are asymptomatic will be allowed to enter.
7. The pass is valid only for travelling to and from the workplace and any deviation detected will be penalised.
8. The SOP is to be followed until further orders. The travellers are bound by all health advisories given by Department of Health, Government of Karnataka.
9. It is clarified that all the guidelines regarding Seva Sindhu registration and quarantine conditions will continue for other categories of travellers coming into DK. This SOP and e-Pass system is only for daily passes to people for work purposes.
