Patients, vehicles from Kerala banned entry into Mangaluru

Mangaluru, Apr 2: Mangaluru City Corporation commissioner Ajithkumar Hegde in a press release issued orders on restriction of people and vehicles from the neighbouring state of Kerala on Thursday, April 2.

"Due to the proximity of Mangaluru city to Kerala and keeping in view the health and safety of the residents of this city, it has become a paramount function of the commissioner to take all the steps to keep the citizens of this city protected from its attack. Since the said virus is reported to be spreading through the movement of people and by coming in contact with people who are already afflicted by the virus it becomes necessary to restrict the movement of vehicles and people of Kerala state within the city of Mangaluru City Corporation limits," the press release said.

One of the obligatory functions of the MCC is to ensure the safety of residents of the city. Therefore, under section 58(22) of the KMC Act which deals with 'prevention and checking the spread of dangerous diseases', the MCC commissioner will be required to invoke emergency powers under section 64 of the KMC Act of 1976 to contain the spread of the coronavirus outbreak.

The MCC commissioner also announced and ordered banning of vehicles carrying afflicted people, those who came in contact with COVID-19 patients or those who are suspected to be suffering from any such contagious diseases from entering Mangaluru. He further asserted that the officers from the health section strictly enforce the order.

The commissioner stated that the order has been issued after taking into consideration the report by MCC health officer. Meanwhile, an addendum order released by the Karnataka government on March 23, stated the necessity of closing borders as with the already existing shortage of health facilities, treatment of patients from other states will cause issues for the people of Karnataka.

Exercising powers under section 2 of the Epidemic Diseases Act, 1898 and enabling provisions of the Disaster Management Act 2005, the Karnataka government ordered for imposing border restrictions over movement of patients across the border for treatment or diagnosis. This addendum released also requires the different cities in Karnataka to impose territorial jurisdiction and orders issued should remain unaltered and enforced, as approved by Jawaid Akhtar, chief secretary to Government, Health and Family Welfare Department.

Further, District Health and Family Welfare department has also issued an order saying no patients coming from Kerala will be allowed to enter Mangaluru. The order was issued due to rising number of cases of coronavirus patients in Kasargod.

    someone commented that professional colleges in mangalore are mainly catered by malayalis. May b true but doesnt mean they r built n survive bcs of malayalis.     The socio economic aspects of this virus are now slowly unfolding; close neighbours shunning, otherwise, sick people despite desperate calls for help (assuming he is CORONA victim), dead victims being denied decent funeral, migrants who happily reached their villages after trudging 100s of kms shocked at not being allowed by their own bretheren/people to enter their village, bandobust duty policemen fighting with each other out of frustration, police hitting people mercillesly, people violently attacking healthcare personnel who go to their village for enquiry, sample collection etc., family issues resurfacing & flaring up, people getting restless to the point of hallucinations!
    Compare this: with Cuban doctors voluntarily rushing to Italy & Spain for help, China agreeing to share expertise & sending plane loads of medical equipment to USA, Russia sending med aid & volunteering to help USA in all possible ways.....

    I just cannot FATHOM HOW DEEP THIS CORONA will hurt us along with it's deadly virulence as days pass on!!!

    Wish & hope this deadly pestilence spares us & every country struggling....

    I'll refrain from commenting on the Kasargod issue!!

    By and large Malyaalis are united despite different religions...however, they are specialised in dividing other communities based on religion / language etc.

    We hear very less incidents of communal violence in Kasaragod, however, malyaali engineered communal divide already apparent in Mangalore.

    In gulf also among Indians, malyaalis are at the forefront of religious extremist ideas, more than localites also...malayaali machinations was the reason shiv sena came into existence in Mumbai...(v k krishna menon was winning from N Mumbai through machinations but shiv sena raised non-maharashtrian issue and defeated him twice...making him non-entity)....this was shiv sena's first struggle against outsider and non-local...

    We should allow ambulances to enter DK for medical reasons. COVID19 has surfaced to the world all of a sudden and not state or country was ready to tackle the situation. Having said that border should be closed permanently for all anti social elements & stone pelters, drug peddlers, jobless to venture into stealing, house breaking, from entering DK from Kerala. This should not be tolerated.

    If Kerala Chief minister is so concerned about Kasargod people, let him give an assurance that he and his party will wholeheartedly support the wishes of Kasargod people to merge with Karnataka, and after the Covid problem, he himself will persue the matter with Central government to hand over the Kannada speaking areas of Kasaragod to Karnataka. If that assurance is given by him ,I will definitely support opening of the border for sick people

    My mother and better half are from Kerala.
    My younger sisters are married and have properties in Kasaragod.
    For ages people from Kasaragod are used to take medical care here in Mangalore,Manipal.
    Reckless and inhuman way of dealing with human beings.
    Be human, please review this decision.

    You are just worried about people from Kasargod because your keith and kin have connections back there. You are least bothered about the health risk that is involved with thousands of people of Mangalore. Kasargod was busy all these years with their most favoured activities ( I can't list them) instead of building educational institutions and hospitals for its people. Now it is the harvesting time.

    Borders of Karnataka and Kerala are closed for the movements . Goods trains are not closed so chances of bringing patients from Kasargod cannot be ruled out. Kerala is so much pressuring the central government so they may go to any e tenr. Hospitals while admiting should take Adhar card as proof of address.

    Its the need of the time to protect the citizens in Mangalore at any cost..so we have to block unwanted follow of people from kerala..but the authority should not neglect the needy..kerala has many medical colleges and medical system that our villages dont have..its a fact that kasaragod is a neglected state when to comes to health....The real problem is not all these...a kind of state barrier comes to the mind of the people and that may bring the situation even worse...majority of medical colleges n collges in Mangalore depend on kerala people and if they think otherway our education n hospital industy are going to suffer alot.. many initiatives have begun online regarding this...corona will come disappear oneday but the mutual bond between the states must not be affected..therefore i personally appeal the authority not to generalise the situation but give permission to the most needy people entry to the city..its my personal opinion ..thats all

    I pity your thoughts. One should understand that the current situation is grim and that is why such restrictions. Mangalore has never said no to anyone seeking healthcare support in other times.
    Just because by letting people to get in we put our lifes at stake, we need to take some tough decisions now, for the nature of the disease is such. I hope this will help you think clearly and logically.
    The people of Kasargod flouted the lockdown restrictions and we see the result today. The number of cases in Kasargod district itself is higher than the number of cases in our state. Why should we take a risk? If Kasargod MP and Ketala CM were really concerned they would have by now thought of some solution and started doing some work for the area. But no, even in such crisis they are whining, complaining and moving courts and hence wasting time.
    Secondly, you mentioned about people thinking otherwise and about the online movements. I would really be happy if all our states are 'self sufficient'. That is the way forward. This will also help the society because the eventually 'commercialization of health services ' will disappear.

    I really wonder what was he doing all these days. May be he neglected Kasaragod as kannadigas are prominent there.

    Alas their number is diminishing now due to the high handedness of Malayali govt.(See for Kannada medium schools they appointed malayee teachers to teach science,s at etc. How can it be telerated) In every state borders are locked.

    Why special treatment to Keralites?They are boasting off their Kerala model . Is it not like a nightingale laying eggs in crows ' nest by pushing out crow's eggs? Because even in Mangalore there may shortage of beds for local patients. I don't see any of our neighbouring states as kind as Karnataka.. Kasaragod is being neglected by the govt. It should be merged with Karnataka for various reasons. By the way I too have many relatives in Kerala.
