Udupi, Sep 19: Additional deputy commissioner (ADC) of the district, Sadashiva Prabhu, said that services which are covered under 'Sakala' scheme have to be mandatorily provided under the ambit of this scheme by routing the applications through 'Sakala' software. He warned that the officers would be subjected to criminal prosecution if they bypass 'Sakala' software and accept applications from the people directly.
He was addressing the gathering at the meeting meant for district level prompt implementation of the provisions of Sakala Services Act, which was convened at the auditorium of the office of the district deputy commissioner here on Wednesday September 18.
"The government brought 'Sakala' scheme into force with the aim of providing necessary services to the people at a fast pace. The documents obtained under the scheme have official recognition. Therefore, the services should be provided to the people through 'Sakala' software alone," Prabhu explained. He warned that the officers who bypass the 'Sakala' rules and route applications outside its jurisdiction, will face criminal cases.
The ADC noted that services falling under almost all the departments are available under 'Sakala' scheme. He said that the departments which do not provide services under this scheme, run the risk of their progress being recorded as nil. "During August this year, 98 gram panchayats in the district did not provide any services through this software, and hence their progress was registered as nil. We have serviced notices to such panchayats. During the state level progress review, Udupi district has always stood out as a model. But under 'Sakala' progress, our district has failed to top the state," he regretted.
The ADC stated that the ranking of the district can improve considerably if the concerned offer services fast without waiting for the last date, after applications are received under 'Sakala'. He urged the staff to accept all applications through the software and extend support to enable the district to get top ranking in progress at the state level. He asked the concerned to seek assistance of the district Sakala nodal officers if any of the departments are in need of training or if they find any glitches in implementation.
He told them to display a board in front of the offices, giving details of services available under 'Sakala' scheme. "Sakala Mission officials have been undertaking surprise visits to government offices all over the state for checking. During their visit, none of the departments should be found wanting in implementing the scheme and providing services promptly," he said.
Officials of all the departments from all over the district participated in the meeting.
