Bengaluru, Apr 4: Although the chief minister and the coalition government leaders had accused the central government of using income tax officials as a measure of political vendetta, it is gathered that the raids were planned based on certain information they received, and not under political pressure. These raids were conducted on contractors, and not political figures.
It is said that the department was tipped about huge funds having flown into Hassan district for works which have either been not taken up or partly done. There are allegations that money was transferred to various contractors in the name of projects for use in the election. There is information that Rs 1,344 crore had been released to five contractors even before the contract works are executed. Reportedly some funds were also released to sub-contractors without proper paperwork. In normal course, it takes several months to pay bills for works even after they are completed.
The leaders of the coalition in the state have been demanding that the income tax officers have to tender an apology as they have failed to unearth anything during the raids. But the department, it is said,is now busy examining accounts of contractors for illegal transfer of funds. As it has not yet completed its work, it is not coming out with any details, it is learnt.
As per information, water resources department officials, in contravention of rules and regulations, released funds to contractors at will. In three of the works, additional payment was made by enhancing the amount stated in the tender. Relating to works in Hemavathi canals and drinking water works, Rs 1466.33 crore was released to three companies, which appears unusual. There are allegations that the company to which contract for Hemavathi right bank canal work is allotted, is not eligible for being given this contact. In some cases, full advance amount was paid although there is time to take up and complete works.
For bigger contracts, global tenders have to be invited. In one case, a detailed project repot was got done through a private firm and it is said that the officials, under political pressure, overlooked rules and regulations. It is reported that instead the officials of different levels visiting the spot and certifying about the works executed, the officials have signed the release of amount of Rs 1,344 crore by sitting in their offices.
