M'luru: Pay before you protest - police department charges protesters

Mangaluru, Jan 19: In tune with a government directive, the police in the city have been charging people and organizations who want to hold protests here. As per sources, charges for protests might be as little as Rs 500 for simple protests without the use of loudspeakers and sans causing any disturbance. The charges can go up to one lac rupees if the protesters also want to hold processions.

The collection is done as per government orders issued on October 10, 2018 and November 27, 2018. Permission for functions, processions, meetings etc would be given only after the requisite fee is remitted. However, Muneer Katipalla, Democratic Youth Federation of India state president, points out that the government order is applicable only for private programmes but that his organization held protest relating to public cause, but a sum of Rs 500 was collected for the same.

Katipalla mentioned that in the past, a nominal fee was charged per day for use of loudspeakers unlike now. He feels that the new guidelines are aimed at quelling the dissent.

SDPI has also come down heavily on the guidelines to collect charges from protesters and warned that it would resort district-wide protest unless the police stop collecting fee as above.

City police commissioner, T R Suresh, said that charges as per the government instructions are being collected.

    Right to protest is the Constitutional Right of every citizen. By charging, Government is nothing but stepping the shoes of Dictatorship where one makes rules and others have to follow it blindly. This is nothing but attempt to shut the mouth of citizens. Protest are never made for individual cause. Its for whole in general.
    We need to raise our voice before it is too late...

    The Charges fixed by the Govt. are very meagre. Protests are required. But it has become a fashion now. Nuisance to the public. Govt. should charge above rs.1000/=

    Collect 500 per person. Take down the complete details of organizers. Any damages occurred during the protest then organizers to compensate the same. All protests will stop and or genuine.

    Good idea.collect money and punish the head of protesters. If it is for good cause ok.
    On 8 and 9 they called for bundh . Did they achieve anything.
    How much uncomfortable people felt that day. My flight was there on that. Someone said there is bundh so I spent whole night in the airport bcoz next day early morning was my flight

    Why the honourable court and the government charging such a low amount for the protests. We are living in 2019 not in 1960's. The minimum charges should start from Rs. 10,000/-. Al least then, some of the jokers who wanted instant fame for one day, some of them will vanish and the protest rate will come down.
