Mangaluru police issue strict guidelines ahead of New Year

Mangaluru, Dec 30: The city police commissioner has issued new guidelines to maintain law and order ahead of New Year celebrations.

In a press release, Mangaluru police commissioner T R Suresh has directed all the hotels, restaurants, clubs, resorts and other organisations holding New Year celebrations to get prior permission from the department.

The commissioner has said that action will be taken against those who do not seek permission.

All the parties and celebrations must end by 12 am mid night. The organisers must arrange ambulance and take other precautionary measures to handle emergency situations.

Also, all the organisers must get permission in letter from excise department to provide alcohol and also submit the same copy to the commissioner.

For safety of women, the organisers must appoint lady cops at the venue. Also the organisers have been asked to install CCTV cameras at the venue and also provide recorded footages for verifying if needed.

If situation goes out of hand in bars and other places supplying liquor, action will be taken under column 21 of Karnataka Excise Act of 1965.

Also, the organisers have been asked to make arrangements for separate parking facility and action will be taken if the vehicles are parked in public places.

Other guidelines issued are:

1. No liquor to be served to youth below 18 years.
2. No entry to youngsters below 18 years to parties, without accompanied by guardians.
3. Organisers will be answerable if any untoward incident occurs at the venue.
4. The loudspeakers must not be used defying the Noise Pollution Rules of 2000 act. The sound limit at residential areas is 45 dB.
5. A special mention has been made that women and children should not be disturbed or harassed during the celebration or afterwards or even be greeted against their wish.
6. Obscene dance and gambling has been prohibited. Special squad has been formed to ensure safety of women and children.
7. Drunken driving has been prohibited. A special squad has been formed to keep an eye on drunken driving
8. Smoking and consuming alcohol in the public places has been banned.
9. Students and youngsters have been asked not to behave in indecent manner while celebrating New Year.
10. Wheeling, drag race, screaming and over speed while driving is not allowed.
11. Consuming alcohol on beaches and obscene dance and gambling is not allowed.
12. Fire crackers have been banned.
13. No celebration is allowed in front of residential buildings, student hostels, working women hostels.

    Many say new year celebration is western culture. Yes it is. So go complain to UN to ban such cultural event in India. Since it is western culture it is more peacefully celebrated around the world. If it is mixed with BD or RSS mentality ways then you people have issues. Celebrate as is like western cultural ways then everyone will enjoy including BD and RSS chellas. Why we change the practice and create mess unnecessary. New year start 12.01. If the party closed by 12 then how u celebrate new year. It is so sad to see India is moving such a dictatorship life style in a democracy.lets pray for India for peace and prosperity in 2019.

    When polce dept.gives such a order to get these muliple no objections guide lines ,when will be able to get them?May be end of 2019?We know how fast our officials are workingThey should have announced this long before.Best is sit inside four walls and pray.Nothing should be done.all these rules were there.But without crackers, or midnight dance or music no fun of Newyear celebration.Only people shouldnt do any thing that goes against moral ,against modesty of women .Too many drinks too sometimes provokate people to fights and last beginn the problems.so dont go out of lines.Wish all a Happy New Year.

    These kind of rules only effect govt and economy. Govt will have impact on their revenues as well as hoteliers .

    Christian's do not need to worry about such restrictions or rules. We are law abiding people .

    Such list from police make no sense in a short window to obtain permits or hire lady officials to protect or CCTV cameras etc. Police should provide or make a standard procedure in advance for large programs in advance and make available to public. BD or moral police made their restriction on not allowing to celebrate new year party long ago. At least they function better than any force around. Who fund them god knows?

    It is a New year ANYWHERE on the Hemisphere on that date ! ...What has western culture got to do with it?

    In fact, it is so peaceful here to celebrate new year here, with all the snow around , beautigul lit trees and houses with state controlled fire works!

    In Mangalore it is New year EVERYDAY with all the surrounding noise of busses and thier horns!

    So what say you?

    Dear Hektmar, if western culture is followed with western mentality and same as they follow, it will not be harmful for any one. But we mix their culture with indian ideas then only it create problems like mixed alchols.... We dont know to follow anything as it is, we always try to put something from our side without knowing future outcome, then start blaming others.....

    Police issues guidelines to make hay when the sun shines. Last year there was a party in the beach till 4 am he was an influential barman. Instead of issuing strict guidelines to troublemakers they are issuing guidelines to people who celebrate it peacefully.

    But Mangalore police failed miserably to address one main issue that no moral police and and no outsiders will interfere or meddle with law and order. All these guidelines are not new. They are there but very few people know them but still nobody violates them and if there are some few violations then they face the law. More than innocent people who are enjoying this occasion responsibly there are anti social elements now backed by politics who spoil this event.
