Bengaluru: Police to verify after passport is issued


Bengaluru, Apr 5 (DHNS): To speed up the process of issuing passports, the Ministry of External Affairs has decided to do the police verification after the passport is delivered to the applicant, at no extra cost.

The ministry has introduced the Out-Of-Turn Passports for normal first-time applicants. This was introduced after the ministry received a feedback and complaints from citizens that police verification was time consuming and led to delays in issue of passports. There were also complaints of the police personnel demanding bribes.

Regional passport officer Bharat Kumar Kuthati said that under this scheme, no proof of urgency will be required to be submitted and passports will be issued first and police verification done later. No additional fee will be levied. But appointments will have to be sought through normal channels and not tatkal.

Kuthati explained that this was different from the tatkal scheme. Here, applicants apply under the regular format for a passport.

At the Passport Seva Kendra (PSK), the official in charge would decide, based on the documents submitted, whether the services should be speeded up or should go through the normal course of prior police verification. More the supporting documents, more chances of the passport being speeded up. Applicants can also indicate on the form that they want the passport to be issued under the Out-Of-Turn scheme.

There have also been instances where even tatkal applicants have had to wait for 10 days or more to seek appointments at the PSK. This scheme will address all these issues, he said. This will be handy for applicants from districts and rural areas where police verification takes more than 30 days.

This is a part of the Crime and Criminal Tracking Network Systems Project (CCTNSP) introduced by the ministry in January. Here police verification is done online. Police carry handheld devices and upload data online when verifying the address. This will also help create a database to keep a tab on criminals.

    Police did a verification on a three-month-old daughter of my neighbor. It took them more than 10 days complete verification. Corruption at its best.

    When I renewed my passport I had to bribe the police constable to complete the process quickly.
    Another delay is from commissioner's office to the local station and back takes five days if it is done efficiently.

    Finally, another straw of corruption" why do the police want two clearance's from the two neighbors. If I am not in talking terms with neighbors should I not be issued a passport".

    This police clearance verification should be done online in the passport port office itself if the government of India is really interested to do away with corruption.

    Corruption will come down but we need to know how much effective will be if the police investigation is held after issuing the passport.

    Yes exactly Police was asking bribes to process the passport, if anybody did not give bribes then police would send the verification that applicants was not available at particular address bla bla.
    This is the case happened in 1990s, applicant applied for the Passport and Passport department sends for police verification and police informed him to contact police station for verification he went and every thing done and he was 19 year old and he does not have any case, but police did not asks money and he did not gave money and he does not know that if we bribe to police then only he could process the verification.
    After 15 days he received the notification from the passport department that your passport was withheld due applicant is not available in the address as per police verification.

    if we get our minor passport and received SMS as " passport has granted on No Police Verification basis" again is there any police verification.
