Mangaluru: Traffic cops crack down on high decibel horns, take action against 30 buses

Mangaluru, Mar 10: Cracking down on buses using high decibel vacuum horns, city traffic police on Saturday, March 10 intercepted 30 city, service and KSRTC buses at RTO here and fined them.

In response to rising public complaints, the traffic police conducted the operation at two places in the city - near RTO and PVS. The cops stopped the buses which were using high decibel horns and removed them.



The operation was held in the presence of traffic west ACP Manjunath Shetty, inspector Amanulla and few other personnel.

    How many times this sort of drama is going on. Cancel the permit of the relevant bus which installs thhe high decible horns which disturbs the senior citizens and schools, colleges etc. Whether the owner of the bus or the bus driver install such horns? This fact should be found out. If it is drivers fault his driving licence be cancelled. If the owner installs bus permit be cancelled. In addition to this the dealers of such horns also be punished by seizing such horns.

    Horn blowing, Reckless driving, stopping on middle of the road, Over speeding, driving on wrong side, lane discipline, rude behavior of Conductors/ drivers are serious issues of private bus operators in Mangalore.

    All Mangaloreans should bring these issues secretly to RTO notice & RTO should take necessary action.

    If found guilty, License of drivers & permits of buses should be cancelled.

    My suggestion to the traffic department would be to first make a mandatory speed for all buses plying through the city by setting the accelerator pedal with a sealed lock done by the RTO technicians which will not allow the bus to ply more than 60kms/hour.

    Why the police acting like mechanics and removing these horns? They have other major responsibilities. Being the mechanics of private buses is not one of them.

    If these vacuum horns are illegal, they have other means to enforce the law (and not inconvenience the passengers in the process).

    Easy solution would be :

    Stop every bus
    Check the horn
    If they are vacuum horns, give them one day notice on the spot
    Next day, stop the same bus and check again
    If the horn is not removed, fine 10,000 Rupees on the spot.
    If the fine is not paid, cease the bus immedietly
    Randomly check the same bus (all the buses) in future
    Next time, if the vacuum horn is fixed again, the fine should be Rs. 25,000 and immediate cancellation of the permit.

    Fear is the only key. Hit them where it really hurts (their pockets).

    Follow these and see how noiseless the Mangalore roads will become.

    And, dear Police personnel, do not ever act like mechanics on the roadside. Maintain the dignity of the force you belong to.

    I hope the SP or the ACP take note of the comments from Mandebechcha.

    See the first and the last pics. A police constable in uniform bending under the bus (first pic) and then collecting the horns on the roadside (last pic). It is really demeaning to police department.

    Also, stopping the bus for this exercise puts the passengers in great inconvenience.

    Today They Removed, but with in couple of days same buses using same type horn. they don't care any Rule since they have strong backing power. Impose heavy penalty and enter the offence in RC book. so that it is easy to find 2nd time violation.

    The loud horns may at the most cause inconvenience, What about the speeding buses. They never stop for the passenger to get in. The elderly find it way too dangerous. NO 19 to bondel is known for this

    good. also book for over speeding, speaking on mobile while driving, not plying on given routes (Number 6 Ambika mini bus, 15 all buses, 4D Naveen bus is notorious for this, 11C peirera i think etc).

    All buses from Marnamikatte instead of plying towards Morgan Gate rush towards Cascia school to save time. It doesn't matter if couple of kids are run over. An incident like this took place some years ago and the bus drivers just bide their time till they could get their rush.

    Also, buses block the left lane on Kankanadi circle (beside the Ivan DSouza inaugurated auto park) which goes towards bendoore well. We read in newspapers about phone in program where citizens complain about rural buses not plying on their routes (we consider all places outside Pumpwell, Muger, Ladyhill as rural; but that is for another day). But just two visits; one in the morning between 7.30 to 8.30 and 5 to 6 pm will clear all doubts. another thing is blaming the owners is like blaming the parents for the child being naughty or not studying. It is ok up to a certain time/limit. Drivers are responsible for this status of city buses and the reason for the public who used to patronize and love the local buses to come to a situation where the former is hated and loathed. Phew! That took some time to type!

    Our RTO is boneless and teethless ,not even dare to take single actions so far for not adhering the norms, simple doing drama in front of camera and public, they are fit for only catch helmet less riders by hiding on the roads and harass daily goods auto rickshaw. if given some lanch they allow easily, wat a shame.

    I think this is another popular hood winking act ...by the traffic cops ...looks like they are following some monthly ritual ..If some one is found violating the rule ..why not put them behind bar and impose heavy fine so that the wrong doers will dare think of violating the rules again.?
    These type of fines must have already been considered by the bus owners ,in ticket price the ordinary citizen pays from his pocket.

    It is strange that every few months same type of raids r going on ? Why don't they cancel the us permit and DL of the driver at the time of raid ?then definitely this type of illegal acts will stop

    Some times our police act tough. These horns are put for the police to dance according to owner's tune. The owner will complain to political boss to add your name in transfer list.
    Police are wasting their time. I suggest police to collect fine, ask them to take the horn out then leave the bus. Then inform the police ahead to stop the bus and should they find the horn impose fine again. Don't stop, these police need to inform the police at next stop to check and fine again. No one will dare to add any more unauthorized horns.

    This exercise once in 3-6 months is of no use because within a week the replace with a new one. The need is to slap them with hefty fines like Rs 5000 to Rs 10000 for violation. Only when it hurts people follow the rules as is the case in Gulf countries

    Good job, but i don't understand why these bus owners are not following rules & regulations? Is the RTO so weak? Why this excercise each & every time? Why waste so much time behind this useless drive???? Don't you think it's just a waste of precious time? Make strict rules & regulations. If not followed cancel the permits with heavy fine.

    They removed that Shrill horns earlier also.... Why can't they raid shrill horn sellers and dealers ? If they were confiscated at the dealers point itself, the job of stopping buses, searching for shrill horns, removing them, making passengers wait, unnecessary work for police and show all can be avoided ... Right ?

    The bus drivers are breaking the law. Not the horn sellers. If the bus drivers are continually fined, they will stop buying the horns. Instead, If you go after the horn sellers without addressing the horn users, you will create a black market for horns.
