Panaji, Aug 11: Goa is struggling with a piquant issue of a 24-year-old Russian traveler who is `madly' in love with India and refuses to go back.

The Russian who was suspected for loitering around aimlessly in the state and later handed over to state government run- institute of psychiatric and human behaviour (IPHB) – has reportedly refused to go back despite his visa has expired, almost a year back.

"He is refuses to leave India and renders pro-India slogans," an IPHB staff said.

IPHB sources confirmed that the Russian, who has been to India for last couple of times, speaks a bit of Hindi and slogans `mera bharat mahan' whenever he is convinced to leave back to his country.

The medicos stated that the patient is possibly having narcotic induced psychosis.

The matter was referred to the Russian consulate, which has sought assistance from the family members, to escort him back to Moscow as he is psychologically unfit to travel alone.

"Russian consulate has been provided with relevant information by Goa authorities and adequate action as per procedure of law is being taken to assist this person for continued treatment in Russia," Russian consulate's legal consul Vikram Varma stated.

The state government has approached the consulate 10 days back as the russian's visa has expired in September 2007.

The Russian consulate stated that they have contacted the family back in Moscow and are getting all the relevant documents to get him deported back to his native country.

Varma said that the Russian is not charged with any cognizable offence and was apprehended by police as he was found loitering in the state aimlessly.
