Karnataka scheme for free LPG has no central approval: Government


New Delhi, Feb 7 (IANS): Denying that the Karnataka government is implementing the Mukhya Mantri Anila Bhagya Yojane (MMABY) in collaboration with the Centre, the Union Petroleum Ministry on Tuesday said that the state is going ahead with scheme directly without involving the national oil marketing companies (OMCs), and thus does not have the approval of the Union government.

Under the MMABY scheme, free LPG connections are given to Below Poverty line (BPL) families across Karnataka. The centre government has launched the Pradhana Manti Ujjwala Yojana (PMUY) for such a purpose at a countrywide level.

Referring to a Karnataka government advertisement in a prominent daily's Bengaluru edition, an official statement here said that the state government earlier approached the Ministry for approval of MMABY and was advised to implement it "as a complementary scheme of PMUY" and "follow the procedure of implementing the Scheme through OMCs only, being done in case of states Chhattisgarh, Jharkhand, Assam, Punjab and Haryana".

"The state government while announcing the current implementation modalities of MMABY has gone back on the earlier agreed commitment in the joint meeting of Union Petroleum Minister and the Karnataka Minister of Food and Civil Supplies," it said.

"Therefore, it is clarified that current format of MMABY not being in line with established procedure and hence is not having concurrence of Ministry of Petroleum and Natural Gas," it added.

    If Carpenter fix the door or window Frame, he has to blame mason for not done the wall properly,not done the leveling properly, no procedures and formalities followed!!!?

    When Mason does the finishing work like plastering,leveling and painting>>>>> he has to blame carpenter because he has not done his job properly , not fixed the Windows and doors in order to do his work easier??

    Right it is between Carpenter and Mason?

    Only ordinary poor will become SANDWICH in between them when politicians are enjoying their CLUB-SANDWICH and Burgers!!!

    Pure jealousy on part of Central government. Sour grapes! Their own Pradhan Mantri Ujjwala Yojana scheme has failed big time. Under this scheme the Central government provides free connection but no stove. Customer has to pay for stove and first cylinder in installments whereas all subsequent refills costs must be borne by the customer. It's only the connection that is free. But in Karnataka government's MMABY, the state government provides free connection, stove and one cylinder and two refills. All this is free. This scheme was launched in August 2017 and unlike the Central's scheme, the State government conducted an elaborate study and based on this feasibility report, beneficiaries are identified. While Central government's scheme costs around Rs 1600 (out of this stove and cylinder prices are later collected in installments by the government), the State government's scheme costs around Rs 4200 per customer. That's why it's gaining popularity and customer base than Central's project which is mere lip-service. A latest report by CAG cited that though number of LPG connections increased by 17% after Pradhan Mantri Ujjwala Yojana, number of refills grew only by 8%. This shows that those who got free gas connection from the Central scheme, never bought cylinders thereafter because they could afford it due to the high prices.

    Don't you remember the announcement of PM during UP elections that they will waive farm loans? . And you know what happened later after they came to power? There are cases where many farmers got the loan waiver of 1 Rupee.

    Similar is the case with Minimum support price of 50% extra from the cost of crop.
