Diesel price rises to new record level, petrol touches 3-year high


New Delhi, Jan 16 (PTI): Diesel prices have touched a record high of Rs 61.74 per litre and petrol prices have crossed Rs 71 as international oil rates continue to rally.

Petrol price rose to Rs 71.18 per litre in Delhi on Monday, the highest since August 2014, according to daily fuel price list of state-owned oil firms.

Diesel prices soared to their highest level of Rs 61.74 per litre in Delhi. It is being sold at Rs 65.74 in Mumbai, where the local sales tax or VAT rates are higher.

Prices have been on the rise since December 12, 2017. Diesel in Delhi on that day was priced at Rs 58.34, and in past one month has risen by Rs 3.4. Petrol price has during the period risen by Rs 2.09, according to oil companies.

Two the most traded benchmark crude globally have risen the most since December 2014 - Brent touched $70.05 a barrel last week and WTI reached $64.77. The rally in oil prices has renewed calls to the government to cut excise duty to cushion burden on common man.

The BJP-led NDA government has during its tenure cut excise duty only once - by Rs 2 per litre in October 2017 when petrol price had reached Rs 70.88 per litre in Delhi and diesel was priced at Rs 59.14.

Because of the excise duty cut, diesel prices had on October 4, 2017 come down to Rs 56.89 and petrol to Rs 68.38.

However, subsequent rally has wiped away all the gains and prices have touched new highs.

Last week, Oil Minister Dharmendra Pradhan had responded to questions on whether the Centre would cut excise duty on the two fuel, by asking states to first cut VAT.

"Why dont you ask state governments to reduce first," he said on January 1 responding to reporters question on excise duty cuts. "Government of India reduced excise duty (in October last year). We are appealing to states to reduce VAT."

Some state governments had followed that excise duty cut with reduction in VAT. "Why Delhi government has not reduced VAT," he asked.

Price of petrol and diesel in Delhi is the lowest in all metros.

Pradhan had said that Finance Minister Arun Jaitley has already written to the states seeking reduction in VAT.

The October 2017 excise duty cut cost the government Rs 26,000 crore in annual revenue and about Rs 13,000 crore during the remaining part of the current fiscal year that ends on March 31, 2018.

The government had between November 2014 and January 2016 raised excise duty on petrol and diesel on nine occasions to take away gains arising from plummeting global oil prices. In all, duty on petrol was hiked by Rs 11.77 per litre and that on diesel by 13.47 a litre in those 15 months that helped government's excise mop-up more than double to Rs 242,000 crore in 2016-17 from Rs 99,000 crore in 2014-15.

State-owned oil companies in June last year dumped the 15-year old practice of revising rates on 1st and 16th of every month and instead adopted a dynamic daily price revision to instantly reflect changes in cost.

Rates during the first fortnight starting June 16 dropped but have been on the rise since July 4. Since then prices are revised on daily basis. Today, price of petrol went up by 12 paisa per liter and that of diesel by 18 paisa.

    I do agree that prices of all the day today commodities increased including petrol, diesel beyond common man's reach. But why only affect will be more to congress supporting people and they are creating the scenes. One should keep it mind that increase in many of the day today commodities not due to NDA government or any other government at the centre. If so even state government is responsible for that.
    These increases are due to short supply of the commodities due to various reasons and game plan of the business fraternity. Without any doubt common man like me definitely feel the brunt due to price increase but still we are coping and living without murmuring.
    I am not against the people who are highlighting these burning issues and brought to the knowledge of the respective governments..That has to be. Then only respective government can get up from its deep slumber. But political blame game should not rule the burning issues.
    I noticed, some people are making hue and cry just for their political mileage and individual publicity. I am not belonging to any particular political party but only expressing my views. My only one request with concerned authorities, governments to focus on the country’s major burning issues rather than blame game and allow the poor and common people to live peacefully without encumbrances. Government may come and go but we have to live until our last breath.

    India’s Petrol and Diesel prices are among Southeast Asia’s costliest. Taxes currently constitute 45%-52% of the retail price of auto fuels in India, far higher than what would it be if petrol and diesel was brought under the Goods and Services Tax regime. However, the reason for India’s high fuel prices is quite clear. Taxes constitute 45%-52% of the retail price of auto fuels,far higher than what would be the incidence if petrol and diesel are brought under introduced GST and the highest tax rate of 28% is levied.
    The NDA government hikes excise duty on auto fuels by nine times in 2014-15 and 2015-16. Excise duty on petrol and diesel was Rs 9.48 and Rs 3.56 a litre respectively before the NDA government took office. However, through repeated hikes, it has jacked up duty to Rs 21.48 and Rs 17.33 a litre, an increase of 226% and 486% respectively over the May 2014 level.

    Excise duties annually raised from the petroleum sector increased from Rs 77,982 crore in 2013-14 to Rs 2,42,691 crore in 2016-17. Annual revenues from excise duties grew at 27% in 2014-15, 80% in 2015-16 and 36% in 2016-17, rising from 0.7% of GDP in 2013-14 to 1.6% of GDP in 2016-17.
    Retail consumers pay more tax on petrol and diesel than its actual price. Of the price you pay for a litre of petrol, 57% goes to the government as tax. Of the Rs.44 per litre of diesel, 55% is tax. If the excise duties on diesel had not been increased these two years, diesel would have cost Rs.32 / litre today.

    Let siddu reduce it. He will not bcos thats where the revenues come from.
    parrikar has reduced vat in goa, thats why petrol is cheapest in Goa.

    Poor guys, can not yell at Govt also!
    I gave left and right gaali and filled fuel. At least by giving gaali, I reduced by BP & Bhakthghan will become weaker inside by digesting their frustration, without taking it out !!!

    Many of comments are pointing fingers to modi led govt at centre as reason for rise in petrol prices.

    Crude oil prices are changing in world market and india or govt doesn't have any control over the price action. So we cannot blame centre for increase in rates. It is true that Both state and central govt are imposing tax on petrol.

    If they stop /cut the taxes govt will run out of money for functioning as it is the main source of revenue for both govts (state and central govt). So please know the facts before commenting and blaming modi govt. Don't connect everything o modi... We have seen faar much worst govts in the past. This govt is much better.

    Did you forgot how you guys in social media had bashed congress during its petrol price hikes? Atleast those days the crude oil price were $140 and above, but even after the crude oil price was nearly $30, the current central government didn't decrease the petrol price in India, it didn't go below 60 Rs, Instead they cleverly implemented such policies that, every day increase of petrol prices such as 10ps, 20 ps which are unnoticeable to public and even if it is noticeable the public has turned blind in love of Modi and its regime, and if some one tries to raise the issue they
    (blind bhakts) make him/her shut their mouth..... Such is the blindness of these bhakts, which they don't wanna see what is right and what is wrong. This is a dangerous attitude and stupidity of public that they ignore every wrong policies and development of the Government due to their blind Love affair with Mr. Modi and his regime.

    If Mr. Modi and his regime does good appreciate with full heart but if they do wrong then criticize it with full heart. Don't be hypocrite. Always support and speak the truth. We all wish our country to develop and has communal friendly atmosphere to breathe fresh and peaceful air.
